Final adjournment of the 1957
legislature is now the goal of leaders
in the house and senate With Pass-
age of the school bill the ma!or road
block to adjournment is out of the
way but there are still many prob
'arm to be handled before the gavel
can be banged for the last time in
this session
Gov Raymond Gary after sliming
the school bill declared he sees no
reason why the legislature cannot
tidjourn by the first of May but there
are few observers who believe finall
adjournment will come as early as
the governor predicts Legislative
leaders on both sides of the rotunda
privately admit it probably will be
closer to May is before the session
can be closed out
What are the problems to closing
out a legislature? Many of them are
not too important but are' time con-
suming First' of course is the
necessity for balancing the budget
and clearing away all the appro-
priations which are to be passed
While this task has been going on
throughout the session many of the
ieally big appropriation bills are
scheduled for a general appropri-
ation conference This conference
committee wil have to take all
appropriation bills not already signed
and work them out so they will
balance with the amount of money
there is to be spent
Most appropriation bills are
introduced carrying approoriations
above what the authors hope to
cbtain some are introduced with
little hope of passing For the most
Part however all of these bills come
But there are other problems to
be faced before final adjournment
One of these is the the many legis-
lative programs of individual legis-
lators Much of the time this type of
legislation Is very important to the
legislator and can often have serious
effects on his future election Many
legislators are' unwilling'-' to quit
before having at least a good chance
of passing pet legislation
Included in this type of legislation
is the so-called "local bill" that is
a bill which applies only to one
county Generally this type of bill
lb for the purpose of raising the
alary of a county judge county
attorney of other county officers
While these bills are not usually
controversial the simple mechanics
of pushing them through the legis-
lature is time-consuming
As for the actual mechanicb of
working toward final adjournment
there is a well defined pattern About
10 days to 2 weeks prior to the time
planned by the leaders for adjourn-
ment a motion will be made by the
house to strike all house bills stil in
ccrpunittee and the senate will move
to strike all senate bills still in its
committees Generally at this time
the house floor leader will announce
that the following week he will
move to strike all house bills on the
general order of the calendar and
the senate floor leader will make the
home announcement as to &nate
bills Result of this is that the last
kw days each house has only bills of
the other house to consider Reason
for this being that having already
Passed one house they need pass only
to the other for final action
Because of this pattern floor lead-
ers in the house and senate will begin
moving as 1113113 of them as possible
now to work On bills originating in
their own house for the purpose of
moving as many of them as potsible
to the other holm Up to now there
have been less than 100 bills Passed
said signed by the governor So far
the governor has not vetoed it single
measure It is safe to °mune that
between now and the end of the sess-
ion some ' five or Six weeks ' away
tamost three times this many bills
vAll be passed Trout 100 to 150 bills
will be passed in the final two dais

A SERVICE OF THE OKLAHOMA PRESS ASSOCIATION
A few days before final adjourn-
ment a concurrent resolution will
be passed by both house and senate
setting the final date and hour of
sine die adjournment Then on the
last day the ritual of covering the
clock will be followed so that the
legislature can work past the final
hour perhaps 15 or 18 hours past and
generally through part of the night
until finally all of the mechanics
have been completed and the clock
can be uncovered and both the
speaker of the house and president
pro tempore of the senate can declare
the 28th Oklahoma Legislature
adjourned
But don't look for that neat week
or the next Safest guess on the
earliest date is May 23rd

its sitxh consecutive year will hs the
climax this year of three separate
services observing memorable events
