WASHINGTON (AP) - An inter-
nal study by the Justice Department
concludes that the department,
responsibile governmentwide com-
pliance with the Freedom of Infor-
mation Act and the Privacy Act, vio-
lates the rules itself.
The study cited inadequate read-
ing rooms for viewing and copying
released documents, widely varied
fee policies on producing docu-
ments, and ineffective guidance in
how to use the two laws.

Force man, whom she married in
January 1972.
The Winters started adoption po-
roceedings in November 1971, part-
ly so Lori could be covered by medi-
cal insurance. She said the judge
asked Kitty if that was what she
wanted and when she agreed it was,
he told her “not to come back in a
few years and say you didn't under-
stand.”
Mrs. Winter said the judge “told
Kitty ‘this will be your mother's
child just like you are your mother's
child.' ”
The adoption was final in 1972.
Mrs. Strouse filed a custody suit in
May 1975. Court records show she
alleged Lori's adoption was pro-
cured by fraud; that her mother
promised to return Lori when Kitty
married a man her mother ap-
proved of. Mrs. Winter denies such
promises.
