WEEK’’—ISSUES PROCLAMATION
URGING SUPPORT.
The following proclamation in support of the campaign
for funds for the American Committee for Devastated France
was issued under date of June 20th by the Honorable J. u. A.
Robertson, Governor of Oklahoma;
"To the People of Oklahoma:
At this time, when we of this State of Oklahoma and
these United States are about to celebrate our independence,
our freedom from the excruciating thralldom <>f debt, our
wealth flowing in from our boundless crops and the minerals
and oils of the earth, it is peculiarly appropriate that we
should pause for a moment and consider our less fortunate
brethren of the world.
Highest, perhaps, in our affections among these are the
citizens of brave France, the simple, courageous people who
withstood the ravages of a savage host for four years anj
saved the world from slavery. They paid to the utmost with
their lives, their sons, or their daughters who died for us but
we can help them in another vital way. The American Com-
mittee for Devastated France has found that it will he many
years before France can collect its war debt. In he meantime
hundreds of thousands will be literally almost homeless i
America does not help. ,
Therefore, it is with sincere pleasure that 1 do proclaim
the week of fitly Fourth as "For France Week” and beseech
that the citizens of the State who already have sent their
sons to the aid of France shall n<>t give a little more of their
time and their money to the salvage of the homes of our
preservers in the land of the lily.

MISS ANNE MORGAN APPEALS TO OKLAHOMA
WOMEN—URGES THEIR HELP IN “FOR
FRANCE WEEK.”
If the people of your good state could see the distress-
ingly pitiful condition of the people in the devastated area in
France, I know that they would give quickly and generously.
And let me emphasize this fact; that unless quick and gen-
erous aid does come from America, great numbers will die
from malnutrition. Your Fourth of July program is splendid.
I sincerely trust the women of your state will actively sup-
port the effort you are heading, because after all this is
largely a woman’s organization and our work is for women,
children and the home.”

The above cable was received bv J. J. McGraw, State
Chairman of the American Committee for Devastated France,
Where the Committee Is Working.

In an accompanying statement Mr. McGraw says:
"As Mis* Morgan points out this organization is largely
a woman's organization. It is interesting to know that of
the more than one hundred field workers in France, each one
is a woman. In addition, $250.0*U of the budget for this year
goes to the American Woman’s Hospital, which conducts
thirteen free dispensaries, hospital, medical and nursing serv-
ice to the 50.000 inhabitants in that portion of the province of
the Aisne assigned to this Committee.
About the only thing mere man has to do with this or-
ganization is where officials of the French government ap-
prove all efforts undertaken, and where members of the Na-
tional organization approve the expenditures and help to
secure the funds on which the organization runs. The work,
as stated in Miss Morgan’s cable, is done largely by women
fqr women and children and for the home.
“A returned soldier, who during the German drive, a
little more than a vear ago, was assigned to this Committee
to help evacuate the inhabitants, tells of his experiences as
follows:
“ ‘The inhabitants appear to worship Miss Morgan and
her workers. Time after time in evacuating people from the
villages, the Germans would be within a mile—once they were
within a half mile of us The peasant* would not want to
leave, or if thev were willing to go, they would want to take
all kinds of ridiculous things with them ; such aw wheelbar-
roks, goata, chickens and clock*. They would pay no atten-
tion to what I or my as<oci:it> * would tell them, but it never
took more than thirtv seconds for one of Miss Morgan’s
worker! or Miss Morgan herself to convince them they they
should hurri'-dly get into the waiting machines. They would
follow the workers of this Committee around like dogs, ready
to do anything they were told accepting their judgment at
all time*, no matter what the question might be.'
"Perhaps the above is partly the reason that th* French
government has seen fit to award the croix d« guerm to MU*
Morgan and fifteen of her field worker*.
"Women in Oklahoma who are not able to perform such
service abroad, can perform a most .-.rceasarv and valuable
service at home bv helping to secure the $100.HOD quota during
