requires all persons between the age
of 21 and 46 to work three days every !
year on the roads in the precinct in '
j which they reside, and failing to work
three days they must pay $2 in cash,
with whloh substitute help and teams
j are employed. For each team so
| employed $2.50 is allowed for the team
! and driver. And the fund so raised
is used exclusively for this purpose,
kept in a separate account by the
treasurer of the county and paid out
on warrants of the county commis-
sioners. Of the $3,500,000 spent last
year fully $1,000,000 was used in the
manner described.
There are precinct road overseers
under whose direction work is done
and the money expended. Under this
law only dirt roads are constructed
and repaired and culverts are built.
In addition to the cons’ruction of
roads, as set out above, the county
commissioners may elect an overseer
and work the county convicts that
have been arrested for misdemeanors
and minor offenses anu are not able
to pay their tines Most of the coun-
ties in the state have adopted this law

maintain ll'.tm in idleness. The coun-
ties have purchased teams, wagons,
scrapers, road-graders and ditching ]
machines which enable them to work j
to much better advantage, and are |
1 provided with complete camping out- j
fits with movable cells for the safety ]
