inspector general criticized a top
FBI explosives expert for making
unscientific conclusions about the
size and nature of the bomb. An-
other FBI scientist was accused of
improperly testing McVeigh’s shirt
and knife.
Christopher Mueller, a Univer-
sity of Colorado law professor, said
the report is not “a fatal blow," but
called it "a major embarrassment
and a serious difficulty."
Jeffrey Pagliuca, a former public
defender who teaches criminal law
at the University of Denver, said
the report not only casts doubt on
some of the evidence, but also on
the entire FBI lab.
"As a defense attorney, you want
to exploit that weakness and you
want to make that weakness big-
j ger than it really is," said Pagliuca.
: "It takes away from the rest of the
» prosecutors' case and the other
; strong points in the prosecutors'
j case."
; The report said FBI explosives
• unit examiner David Williams "re-
preatedly reached conclusions that
- incriminated the defendants with-
: out a scientific basis and that
: were not explained."

*Council—

They made the decision despite
City Attorney Catherine Coke's
reasoning on the matter. Coke
told the council they had the right
to change the ordinance but not to
authorize any violation of the ordi-
nance.
In a similar matter the council
unanimously decided to let a or-
nament fence stay on the front
yard of property at 1016 Box Street
which is in violation of the city
ordinance according to Coke.
David Glover, owner of the prop-
erty said he was not informed at
anytime when obtaining a permit
for the fence that he could not
construct it close to the curb.
The council approved a request
