Britain hopes to localize and halt
the war between Italy and Ellli0P1a
without applying military sanctions
Sir Samuel Hoare foreign sect etary
told a crowded house of COMM 711S
today in opening a three day de-
bate on foreign policy
Sir Samuel declared Britain does
not intend to act alone and mili-
tary sanctions are not practicable
because there has been no collective
agreement at Geneva to apply them
generally
Atmosphere Is Tense
He indicated Britain will rely cn
economic pressure which is in-
tended to limit and shorten the war
Sir Samuel saoke in ihe mast
solemn and tense atmesphere the
house of COMIIIMIS has seen it years
In dismissing the possibility of
closing the Suez canal the foreign
such-vary said:
"Let us reinsiaber that the leaste
Is the great instrument of peace
Let critics remember this A he!! they
say we ought to closk the Suez

alcne? It so what becamos of col-
lective action and our contention

Ding Utmost for Peace
Sir Samuel spoke in a quiet pin-
ing tone both hands spread flat on
the edge of the table like a preach-
er delivering a sermon
He declared ha is rising his ut-
most to fild an eleventh-hour peace
formula
There is still a breathing space
before econsmic pressure can be
applied?' he said Can it not be
used tor another attempt at settle-
ment? Italy ts still a member of
the league
-Cannot this chance be used so
t) make it unnecessary to pro-
ceed loather along the unattractive
road of economic action aaainst a
fellow member and o:d friend and
former ally ?"
Denying that the government's
policy is hosule to fascism Sir
Samuel said:
"We have not the least intention
of interfering in the domestic af-
fairs of other people"
Enclaraging Vitality
"The unbroken solidarity of the
empire is behind the government's
policy" he said 'Let theta'
prophets of misfortune who have
martied the empire down for decay
and daaolution rayerve this fact
of overwhelming importance"
Hoare hinted at British isolati' n
faorn continental affairs if the
league collapses
Our critics" he said "fail to rec-
egnise that most of us regard the
league as a bridge between Great
Britain'and Europe and that if the
bridge is weakened or broke co-
operation between us and the con-
tinent becomes difficult und dan-
gerous" "While clamoring for n- miracle'
from the league let us fairly rec-
ognize that it has never before
thown such encouraging vitality?'
Sir Samuel surprised the house by
the brsvity of his reference to
France

"The French answer to our coin-
muniration is what we felt etre it
would be" he said referring to the
French reply to Britain's questissi
about whether France would defend
Britain if the latter is attacked
'It is completely satisfactory and
the solidarity ot our two eMIlltriPS
is established In the event of an
isolated tattack inconceivable though
such madness might be we and
they and the rest Of the league will
stand together and resist with full
united force"
Sir Samuel urged the sopreme
importance of the present test of
c:llective action
We must not live in a world of
Illusions" he said "If we can de-
pend on collective action let us
know it If ae cannot then let us
know that and let us further know
that those who whilst shouting for
It in theory attack and abuse those
who wish to apply it in practice"
