BRITISH LEGAL EXPERTS DISTURBED
OVER NEW DIVORCE PUBLICITY MEASURE
LONDON Jan 12 (INS) —
Legal experts are expressing great
perturbation at the new act pro-
hibiting the publication of divorce
proceedings in English newspapers
They contend that never in the
history of the British houses if
parliament was a bill so clumqiiy
drafted and so hastily put through
its final stages The coherent reAuit
is that practically everyone is at
sixes and sevens as to what can or
cannot be done under the scope of
the act
For instance the question of tho
taking of shorthand notes for the
use of counsel and the various parzes
interested is still very obstaire
There are many ways in which the
purpose of the bill may be defeated
if the courts uphold contentions that
are being made
There is the question of mil:di:Hog
in English newspapers extensive ac-
counts of divorces in Amerien or
Paris High legal opinions declare
that the bill cannot prevent such
reports—that "judicial proceeding'
in the meaning of the act can only
mean judicial proceedings in Eng

New Pole Flight
By Dr Eckener In
German Dirigible
MOSCOW Jan 12 (INS)---
Preparations are now on foot here
for a flight over the north pole to
Alaska in a dirigible built by Dr
Anton Eckener the German pioneer
of trans-Atlantic Zeppelin -flights
Professor Samoilovitch Rusian
delegate to the international eongres
for the study of the polar regions
recently held in Berlin reports that
the Soviet 'government has premised
to assist the flight T:-e S mots bae
more interest in the expedition than
any other country since it is p7a11xd
to explore sections of the poi tr
regions which the Russians NA':i claim
as their territory under their law
declaring that all land lyin north
of the now-known borders of the
Soviet union belongs to the Sviets
Doctor Eckener reporter Prolor
Samoilovitch declare I h ieself eady
to direct the coatruction of a cFriri-
ble for the flight which will be
financed by the governments of sev-
eral European countries It is tiot
yet certain which governments be-
sides the Soviet union will participate
and until the financial side of the
project is settled no date can be
fixed for the undertaking
Meanwhile however the Sviets
are preparing tu establisn next spring
on the New Siberiah islands an ob-
servatory which will be u3e1 us a
possible relay station by the polar
dirigible Under the direction if the
All-Union Academy of 6cimice3 the

land
A further possibility is the posi-
tion of foreign newspapers or foreign
editions of English newspapers which
publish full accounts of divorce pro-
ceedings brought in English courts
According to the attorney general in
such a case the newspaper would
would he liable But opinion seems
to be that this could net extend to
copies of such newspapers circulated
privately for instance sent through
the mails
It has been officially stated that
no attempt would be made in inter-
fere with the normal supply of con-
tinental or foreign newspapers even
if they broke the law but action
would be taken if any attempt is
made to exploit the positiont on a
large scale
"It is a bad bill from beginning to
end" said a prominent member of
the legal profession here in sum
ming up the situation aroused "It
is especially bad because it prevents
reports of divorce cases it does not
restrain the reporting of the worst
cases which often occur in police
courts"

Lake City but the birds are a Pest

At the present time the board bf

misguided persons according to com-

that they congregate in great num-

becoming a nuisance
It is a crime to shoot a gull soon
it may be a crime to feed one

this season Stanford waded through

Heavy Penalty
MIAMI(' Okla Jan 11—Walter
Wigger convicted of murder by a
Airy in the district court Friday
and hiti punishment fixed at death
today was sentenced by Judge J J
Smith to die in the electric chair
at the state penitentiary on March
25 this year
A motion for a new trial was de-
nied and the defense gave notice of
an appeal to the criminal court of
appeals
Wigger in receiving the sentence
continued to maintain the bragga-
docian air which he exhibited
through his trial llis only comment
after !caring he had only a little
more than two months to live was
that "he (meaning the judge) could
have done that an hour sooner if
hn had wanted to" Judge Smith
had spent a half hour in talking ti)
Wiggcr before pronouncing formal
sentence
Asked by Judge Smith whether he
had any legal reason to offer why
sentence should not be passed upon
him Wigger replied: "Pour it on all
YOU want I'm able to stand it I
havent done nothing yet to have
my life taken from me"
Judge Smith characterized the
task of sentencing 1Vigger to die as
