ALL CLARIFIED NOW?
Clarification Cleared
By Internal Revenue
WASHINGTON (AP)---Congress be
this year clarified the law impos-
ing a 10 per cent excise tax on SR
luggage The Internal Revenue te
Service today clarified the clarifi- ta
eftion
The old law imposed the tax on Nu
certain specific items plus other fol
unspecified eases bags or kits for th
carrying toilet articles or clothing
This meant the revenue service ve
had to decide in meny ""8 th
whether items fell under the catch-
all definition
In an effort to ease the adminis-
trative work Congress last sum- re
rner simplified the law effective ba
at midnight tonight so that it
merely lists 41 specific items
which are taxable
But still there are troubles
Some articles listed in the
amended law as taxable are also
known by other names not on the
list
Me revenue service hal decided
they are taxable if they are sub-
stantially the same as any of the
arblges named in the law To
guide retailers it made public to-
day in expanded list but says
liven this is Incomplete
Officials concede they still will
have to decide the tax status of
many articles on a ease-by-case

From Judge
TULSA (AP)-Raymond Grahem

inaugurated Jan 12 as judge of
the 14th Oklahoma Judicial Dis-
trict encompassing Tulsa and Paw-
nee Counties
State election Bf!ard Secretary
Leo Winters announced Tuesday
I second recount of Nov 4 votes
Mows Graham defeated Incum-
bent Republican District Judge
Lewis C Johnson by 231 votes
Winters paid the state board

tif irate Johnson Raid he would not
protest but directed a sharp blast
against Gov Raymond Gary and
the state Democratic party
Graham who lead by 502 votes
In the Nov 4 general election
trailed by one vote at the end of
the first recount hailed his vic-
tory and said the two recounts
point up a need for tighter elec-
tion laws and voting machines in
Tulsa County
The recount started last week
and ended Tuesday It Included
275 precincts in Tulsa County and
28 in Pawnee County Winters said
the latest count showed Graham
with 43828 votes and Johnson with
43592
Johnson had fought the second
recount and obtained a temporary
restraining order against the state
board from the Oklahoma Supreme
Court But the court rescinded its
order by an 8-1 vote
Graham said the state needs
"not merely a revised law but a
law that tells the voter how to
vote the counter how to count and
one that defines a mutilated bal-
lot" Energy for New Mexico
