"Patrick Jay (Pat) Hurley for
president in 1036"
' A movement for the dashing
young secretary of war already is
under way in Oklahoma
111s scheduled visit here as key-
a
e noter for the Republican state con-
vention Monday is causing Hurley's
partisans to take as much interest
a in his presidential prospects as
Oklahoma Democrats are taking in
a the presidential campaign of Gov
a W H Murray
They point to Manley's increasing
4 activity as President Hoovers cam-
a Palen mouthpiece
They call attention to the rousing
political speeches in defense of the
chief executive by the energetic see
Wary
Carries Campaign Burden
They believe that Hurley with
mbre popular appeal than any other
close Hoover friend has been chosen
to carry the burden of the national
campaign while the president makes
anti-depression medicine at the
White House
a The ambitious supporters of the
ambitious secretary believe he is
a the logical Republican choice in
193(3
a Hoover if re-elected will have
completed his second term they
argue The unwritten but inexor-
a able rule against third-termers will
eliminate the man Hurley now pic-
a tures as the nation's salvation
a Presidential Timber Sought
Republicans will scout about for
a presidential timber
a Almost without exception the ad-
' ministration at the retirement of a
i two-term president controls the
i 4 party organization and the national
convention It is likely to name the
a nominee
The natural tendency is for the
administration to attempt to per-
petuate itself by a friendly sue
cessor
The talk of Hurley as recipient of
the administration mantle springs
t a from his well-known closeness to
the president and the prominent
' part he Is playing in the present
' campaign
Headed 1928 hoover Drive
In 1928 Hurley helped swing
Oklahoma into the Hoover column
after delivering half the state's
t a delegation to Hoover at the Kansas
' City convention
a ' He was rewarded the next year
by appointment as assistant secre-
t
l tary of war With more than the
ordinary qualifications for civilian
head of the army he stepped into a
'
) ' top cabinet position with the death
of James W Good
last eutumnThe 49-year-old head
4 of the war department journeyed to
ii New York at a time when con-
Idemnation of Hoover was at its
peak and made two ringing
speeches in defense of his chief
la I'
'Sells' G O P Program
Most significant was the meeting
A u early this year of the Republican
I national committee in Washington
ai to plan the campaign
P
It was Hurley whom the presi
dent selected to "sell" the adminis-
al tration to the party organization
Tall straight and handsome the
1 war secretary went before the corn-
mittee end in typical partisan style
tdefended the administration hold-
I i ing Hoover blameless for the woes of
I economic strife
Tholgh the assignment may not
I have been difficult Hurley did it so
a well that party chiefs agreed on
'0
Hoover's renomination with no K-
4
fort to place an opposition candi-
ti date in the field Since then Hoover
has been rolling up a delegate list
a 4 that assures hi selection at the na-
1 000 tional convention at Chicago in
June
: t Praised by Hoover
t Friends of the Oklahoma cabinet
member point out he has been sig
i tinily recognized by Hoover The
president they add may have some
t thing to say about the party nomi-
nee to succeed him
All talk of Hurley as a running
44 mate for Hoover this year has not
disappeared but the possibility
t
seems remote
Only last week a national maga-
s 41 vine said:
i 'Hurley Is a rising man He hears
t
whispers that the president would
i like a younger mate on the 1932
ticket than old Charley Curtis and
a 0 one with more 'it' and he buttons
his splendidly-fitting coat about
4 t him with confidence gives the
'a precise touch to his hat and sallies

City Manager Explains Coun-
cil's Decision to Sink Wells
On Municipal Tract
Albert L Mc Rill today answered
critics of the councils action in re-
moving two city-owned blocks on
the south edge of Capitol Hill from
the city limits
Mc Rill charged that oil com-
panies with wells surrounding the
two blocks had plotted to block the
city from drilling on its land
"The council removed the two
blocks in Lawrence Place Addition
not to drill two wells instead of one
but in order to prevent being tied
up in court so the city couldn't drill
at all" the city manager said
He explained thct four wells sur-
round the two blocks which are
draining oil from the city's land
The city ordinance provides no
well shall be drilled inside the city
on less than n acres Technically
the city could be attacked in court
If it attempted to drill on either of
the two blocks because they are only
P3 acres each
The courts have used their dis-
cretion in disregarding the ordi-
nance when it looked as if an in-
equity would be worked by obeying
It The council had no doubt it
eventually would be permitted to
drill the land But surrounding oil
companies could have tied us up in
court for six months The council
acted to protect Oklahoma City
taxpayers who will benefit by oil
revenue on the city's land from the
private oil interests" said Merlin
City officials said they presumed
Lawrence Place residents who own
property around the blocks and
have prepared a protest petition to
submit to the council are sharing
in the oil royalties of private com-
panies on their land and therefore
do not want the city to drill
