Rusk will sit in on the
Gromyko meeting with Ken-
nedy, as will his two top ad-
visers on the Berlin issue —
Assistant Secretary of State
Foy D. Kohler and Soviet
affairs expert Charles E.
Bohlen.
Rusk, in his New York
talks with Gromyko, empha-
sized repeatedly that the
United States and its allies
would not negotiate on the
narrow basis proposed by
Khrushchev. The Soviet pre-
mier wants discussions limit-
ed to his proposed peace
treaty with Communist East
Germany under conditions
which would jeopardize al-
lied access to Berlin.
