WASHINGTON (UPD-Secretary of State Rusk indi-
cated Friday the United States will stand firm on its
demand for a full cease-fire in Laos before an inter-
national conference is held on the war-torn country.
"It will be awfully hard to hold a conference while
people are still shooting," Rusk said.
At the same time, the United States pledged “strong
support” to South Viet Nam in its mounting struggle
with Communist guerrillas.
The pledge was made in a state department state-
ment after President Kennedy and British Prime Minis-
ter Macmillan agreed on the urgent need for action to
meet the mounting campaign of murder and sabotage in
Viet Nam which borders Laos.

Rusk’s remarks on Laos .were made just before he
took off for Boston where he was speaking at centen-
nial observances at the Massachusetts Institute of Tech-
nology.
The secretary also said it is urgent for Laos political
factions to move ahead in forming a coalition govern-
ment.
"We hope they'll get on with it,” he said at the
airport.
He declined to spell out what degree of Communist
participation in a coalition government the United States
would agree to when the matter is settled. He said
"This is a matter for the Laotians to work out."
Three Steps Pointed Out
Rusk said it may develop that three things would
happen simultaneously:
— A formal call for a cease-fire by Britain and
Russia, in their capacity of co-chairmen of the 1954
accord on Indochina.
— A call for reactivation of the Indian-Canadian-
Polish truce commission.
—A call for an international political conference on
Laos.
Rusk said the state department was still waiting
for word on British-Soviet negotiations in Moscow where
these arrangements are being worked out.
State department press officer Robert McCloskey
said he did not know whether the Kennedy-Macmillan
talks would lead to joint U. S.-British or SEATO action
