To Pay or Not to Pay
WASHINGTON (UPI) — The Federal Communica-
tions Commission planned to wind up hearings Friday
on whether pay television should get its first big test
in the United States.
Noted movie and theater producer Leland Hayward
was scheduled to be the final witness- in a week-long
inquiry into the proposed 3-year test in Hartford, Conn.
Hayward is program director of Teco, Inc., a com-
pany licensed by Zenith Radio Corp. to take part in
the "see-now-pay-later" test.
The test is being fought by movie theater owners
and producers who say pay TV will damage their indus-
tries.
