averted a possible walkout
by pilots of three of thena-

Asked about specific expenses, Bonner said, "I don’t
know about these vouchers. They bring them to me
and I sign them.”

His Wife ‘Disappears’
Bonner has difficulty explaining one voucher of his
own. It came out of a three-day official stay at the
Raleigh Hotel here in October, 1957, while congress was
in recess.
Hotel records show Bonner checked in with his wife.
The hotel bill was originally marked "Congressman and
M” but someone has marked over the reference to Mrs.
Bonner. The public paid the bill of $54.46 without deduc-
tion.

Garmatz also was reimbursed $312.50 for unspecified
meals on his trip. Asked about this, he said, “I don’t
remember the meals .... or where Zincke got his
figures." Neither did Zincke. He said he "kept a recol-
lection and made notes" which he later destroyed.
Garmatz and Zincke said they studied coast guard
air rescue operations on the inspection trip.
Zincke said he wrote a report on their findings but
refused to allow reporters to see it because "it has never
been presented to the committee."
Garmatz received $820.37 for expenses on his Hawaii
trip. Zincke received $969.17, inculding $440 for New
York-San Francisco round-trip rail fare, with bedroom
accommodations both ways. Zincke said the bedrooms
were purchased because roomettes—his usual accom-
modation—were not available.
Altogether the Garmatz-Zincke inspection trip cost
the public about $2,400. This includes steamship passage
to Hawaii for the two men and Garmatz’ San Francisco
hotel expense.

WASHINGTON—The house merchant marine and
fisheries committee is at sea when it comes to explain-
ing some of its official expense accounts.
A study of house expense vouchers—before they were
cloaked from public scrutiny by house ofifcials—dis-
closes these facts:
A committee member received $125.52 for hotel ex-
penses he cannot remember or explain.
A Washington newsman was taken along on an in-
spection trip at taxpayers’ expense and listed on bills
as a "committee secretary”—but nobody can remember
why.

Bonner said his wife probably spent one night at
the Raleigh, but he believes she spent most of the time
with her sister elsewhere in Washington.
Bonner says he told aides to deduct the expense
of his wife, but doesn’t remember seeing the final bill.
Among the other items in the committee’s expense
accounts are these:
Rep. Edward Garmatz (D-Md.), chairman of the sub-
committee handling coast guard affairs, went to Hawaii
in November, 1957, to inspect the 14th Coast Guard Dis-
trict.
With him were committee counsel Bernard Zincke
and the wives of the two men. They traveled to Hawaii
aboard the luxury liner Matsonia. Both said the wives’
share of the trip was paid privately.
Mr. and Mrs. Garmatz had a hotel bill of $205.72
for 10 days at the Royal Hawaiian Hotel at Waikiki
Beach. However, Garmatz received $331.24 for hotel ex-
pense on his return.
The public already had paid his hotel expense for
all the other stops along the way.
Garmatz could not remember any details of the ad-
ditional $125.52 hotel expense. He said the expense claim
was made up by Zincke. Zincke in turn said he "can’t
recall.... I have no explanations for it."
