WASHINGTON, Feb. 22.—(P)— Re-
lieving time is on its side, the adnnn- |
Istration is waiting for Japan to come
through with a sati-'actory settle-
ment in the far east.
Nearly four weeks have passed since
expiration of the 1911 commercial
treaty with Japan and the adminis-
tration has made no move, except to
require Japanese merchants doing '
business here under the 1911 treaty
to apply for temporary alien visitors’
permits.

new treaty. No response has come
from this side
The Japanese government has been
criticized in its own parliament. This
created a storm in Japan and, to some
observers here, was an interesting sign
of opposition to the influence of the
military clique over the Japanese
government.
Industry Suffers
Japanese industry is suffering from
a scarcity of fuel.
The United States congress is dis- 1
cussing another loan to China through
the Export-Import bank. This is in-
dicative of a policy of acting against
Japan by helping Chinn it also points
