MOSCOW, Oct. 15 (A Soviet
deputy prime minister asserted
today the USSR can convert its
peacetime industry to a war hash
in a short time and turn out every-
thing needed for the Soviet Army
and Navy.
In one of the closing speeches of
the 19th All-Union Communist
Party Congress, Deputy Prime
Minister V. A. Malyshev, a colonel-
general of engineers who is minis-
ter of the shipbuilding industry,
told the 1,200 delegates:
“If the imperialists foist war
upon us, then the engineering work-
ers will be ready at the first appeal
of Comrade Stalin and the Soviet
government to reorganise their
peaceful production and launch, on
short schedules, mass production

In a similar tone, veteran Bol-
shevik K. E. Voroshilov, now a
marshal of the Soviet Army, told
the delegates that "never before
has our motherland been so great
and powerful, so full of the forces
of life and creative energy as she
is now.”
Other speakers included I. T.
Tevosyan, minister of ferrous met-
allurgy, who dealt with rises in
smelting output and other aspects
of his ministry, and A N. Kosy-
gin, youngest member of the Polit-
buro and a light industry specialist.
Kosygin said light industry out-
put in the USSR would be 43 per
cent higher in 1952 than in pre-
war years, adding that “we ob-
serve a quite different picture in
capitalistic countries."
Cotton Industry Criticized
However, Kosygin said Soviet
light industry must achieve im-
provements to cope with consumer
needs, that there must be a better
assortment of more attractive and
more durable goods of improved
quality. He also criticized the
cotton industry.
What the speakers called “peace-
time industry” in the USSR ia
largely concentrated on heavy in-
dustry-output of the sinews of
war—at the expense of light in-
dustry-source of consumer goods.
Statements to the congress by top
leaders indicated this situation
continue, since the USSR would
have to construct "the means of
production” before it could give
attention to full satisfaction of
consumer wants.
All Moscow newspapers today
published on their front pages the
speech of Prime Minister Stalin to
the congress Tuesday night in
which he pledged the Soviet Com-
munist party’s support to Commu-
nists abroad in a "fight for libera-
tion andthepreservationof
peace.”
Rail Signal Snub
Claimed in Tragedy
LONDON, Oct. 15—(Reuters)—
Alfred Armitage, relief signalman,
testified Wednesday that the Scot-
tish Express involved in last
week’s triple train disaster did not
obey his signals.
The signalman was giving evi-
dence at the transport ministry’s
inquiry into the crash, in which ill
persons died. Armitage said he had
been on relief duty for three years
and was familiar with the signal
box at Harrow station, where the
Scottish Express rammed into the
rear of a standing commuter train
and a third train piled into the
