SB 213 The bill introduced by
Sen Ray Fine D -Corel would
remove the State Crime Bureau
from th merit system and place
it (in effect t under senate pa-tren-ige
It would transfer liquor
enforcement from the Alcoholic
Beverage Control Board to the
new Crime Bureau requiring
that the director be confirmed
by the senate The new crime
fighters would be called the OBI
—Oklahoma Bureau of Investi-
gation While he waits to see if some-
body will slay this dragon be-
fore it reaches him (likely the
house who hasn't given the sen-
ate any wider influence through
confirmations') Gov Bcllmon
can ponder these grisly facts:
1) The merit system has be-
come a governor's first line of
defense agunst having his ad-
ministration dominated by the
legislature
2) In the days before J Edgar
Hoover when it was plum in the
U S Congressional patronage
system the FBI did well to
catch old ladies jay walking
3) The stink created by a polit-
ically oriented liquor board in
New York state this year may
well cost another Republican
governor the presidential nomi-
nation in 1964
Sunday closing remains a big
question and if it becomes law
will have more personal effect
upon more Oklahomans than
any other act of this session It
has passed the house and is now
in the senate awaiting action
It has been amended to pro-
vide stores close etither Satur-
day or Sunday Senators report
they are getting a lot of letters
about Sunday rinsing with near-
ly all writers favoring it
Who will run for US Senate in
1964? That's the favorite sub-
ject of capitol wall leaner even
more thin money And the ma-
jor ingredient In the answers as
to who will run is Just that —
money! In a few words here's
the favorites at this time:
Sen J Howard Edmondson
will be there with both backers
and money supjmrt
State Sen Fred Harris (D-
Lawtnn) Is definitely going to
run lie's expected to say so
next weekend He seems to have
a slight edge as either No 1 or
No 2 contender at this time
His organization is building He
appears to have genuinely cap-
tured the big guns of the Kerr
camp and they are booming for
Harris That means men St mon-
ey Former Gov Raymond Gary
is sure to run though some
rotunda polstcrs say not Best
bet is Gary will run St be in a
strong position
Lt Gov Lto Winters will run
for US Senate if friends come
up with campaign costs He will
be in the middle of his term and
be formidable if he gets In the
race lie’s averaging nearly 20
speeches each week to various
groups
Rep G T Blankenship (R-
Ok City) will run and is odds on
favorite to take the GOP nomi-
nation unless
file to which reference is here
made on or before the 13th day
of June 1963 said petiiiun will
be taken a true and Judgment
entered as prayed for
