In our intense national desire to make "practical'
educational gains that will help us to outdo the on
Russians we may be putting too much stress
on science and engineering especially at highest lev-
els Of study
A newly completed inquiry by the US Office et
Education documents this imbalance in 139 US col-
leges and universities which grant a wide range of
doctor's degrees for advanced study And it lays a
considerable part of the blame on the way student
financial aid through fellowships is distributed
Altogether the 139 institutions awarded graduate
fellowships worth more than $35 million for the year
1959-60 More than 40 per cent of that money went for
study in mathematics engineering and the physical
sciences
A bit less than 19 per cent each was fur work in the
biological and social sciences around 16 per cent for
the humanities just 5 per cent for advanced study in
education
Where did the fellowship money come from?
The schools themselves drawing on endowments
nd other resources supplied about three-fifths of it
Some of that went to pay student's tuition fees but
the great bulk paid for their living and other expenses
State and federal government kicked in better than
a fourth of the graduate fellowship total and the rest
came from the private foundations
It is the government grants—mostly under the Na-
tional Defense Education Act—and the nontuition uni-
versity awards that weight the scales heavily to-
ward science and engineering An overwhelming pro-
portion of these funds is earmarked deliberately tor
such studies Educators complain only about private
money thus restricted
Indeed the imbalance in that direction would be
even worse according to the governments study if
the foundations and the tuition grants of the univer-
sities did not with seeming design seek to redres
the sisuation by placing major stress on the social
sciences and humanities
We all understand well enough that we need the
'practical men" with all their precise skills and their
remarkable products
But if we are not to bP engulfed by the creat scien-
tific revolution we are experiencing then 'VP must
