Governor approves ghost-hunt procedure
OKLAHOMA CTY (AP) — Gov. Frank Keating on Friday
approved the procedure that state agencies are to use to conduct
internal audits and review employment and payroll practices.
The form has 28 questions for state agency directors to fill out and
return by Sept. 1.
The form and any supporting documentation is to be submitted to
the governing body of the agency, the agency 's cabinet secretary and
the Office of Personnel Management, which can grant up to 30 addi-
tional days for completion if necessary.
Keating ordered the statewide agency audit last month after acting
Health Department Director Jerry Regier said he had found “ghost"
employees within the agency.
Questions on the audit deal with verification of employee work,
maintenance of personnel transaction records and identification of
job duties and responsibilities for all classified and unclassified posi-
tions. In some cases, summaries of corrective action plans are
requested.
