are convinced that in no other way can relief for the unem-
ployment situation be provided and suffering among labor-
ing men and their families be prevented. We pledge our
own earnest efforts to carry the bonds and we appeal to
all property owners in our city to join with us in voting the
funds necessary to provide an adequate water system and
furnish jobs to men who need them as they never did before.
We believe this emergency can be met only by the whole-
hearted cooperation of our people and that in the interest
of all the citizens of our community it should be met im-
