THE CONSTITUTION.
1
On September 17 1787 s preamble and seven articles of I
. organic law for the United States of America were ratified by a
convention of delegates or deputies of the states sitting at Phila-
' delnhia. These delegates had convened pursuant to a resolution ot
- the congress of the confederation adopted in February of that yeaf.
' Their deliberations and their work had been most painstaking and
. thorough. And they had wrought well. Thus was our national con-
stitution given birth. ' ' .
Following its' adoption by the convention of the states the con-
stitution was submitted by the congress to each of the thirteen
states for individual action. Three states ratified it by unanimous
legislative vote five by heavy majorities and the-other five by
majorities less impressive grading down to that of Rhode Island
which finally on May 29 1790 ratified it by a vote of 34 to 32.
Opposition which developed to .the constitution following its
adoption at Philadelphia and which at times threatened to defeat
..its ratification by a few states was based on the belief held by
some that it. was not sufficiently explicit as to states' and indi-
vidual rights. To meet this situation the first congress sitting in
' New York on -September 25. 1789 adopted and submitted t6 the
states twelve proposed amendments then and since theq desig-
nated collect Vely as :fCbiH pf ..rights. Ten of these measures were
adopted and two rejected. . Other amendments have been proposed
and adopted since that early t day. Some of them have" marked
. . epochal steps in the 'jhfegress of the nation such as the one for

The constitution has stood the test of time and vindicated the
wisdom and the' patriotism' of its framers. After 139 years no
- serious flaw is found in it by right-thinking .Americans. .When
