Tax Revision
WASHINGTON (UPI) - The
Advisory Council on Social
Security recommended today
that the tax structure which
finances the system be revised
to help meet the threat of a
long-term deficit without a
sharp rise in payroll taxes.
The council, a 13-member
group appointed to take an
exhaustive independent look at
Social Security once every four
years, made the recommenda-
tion in a report to Secretary
Caspar W. Weinberger of
Health, Education and Welfare.
It said that some of the $1.8
billion in Social Security taxes
which now pay for hospital care
for Medicare patients will be
gradually shifted away from the
payroll tax so that more of the
tax will be available to pay-
retirement benefits
This change would reduce the
need for sharp increases in
payroll taxes or for a reduction
in benefits that would otherwise
exist towards the close of the
century, the council said
