31— In rusponse to a request
from the Senate committee on
Indian Affairs the Secretary of
the Interior addressed a letter to
the committee to day relative to
the bill which provides for the
granting of a right of way to a
telegraph and telephone company
through the Indiun reservations
of the Southwest The bill is one
offered in the House some time
ago by Delegate Flynn of Okla-
homa and in the Senate by Sen-
ator Thurston The Sect-eiary of
the Interior raises no objection
to the pussage of the bill in ques-
tion bnt points to the fact that
the Indian appropriation bill
which is now being considered by
the Senate committee contains a
general provision authorizing the
Secretary of the Interior to grant
rights of way to telephone and
telegraph companies The seo
retary says that if this becomes a
law it will be possible for the
Secretary to make uniform con-
ditions for the granting of fran-
chises and rights of way and he
does not believe the matter should
be complicated and confused by
the passage of a number of pri-
vate bills granting privileges of
