Carter said. “I have al-
ready accepted the in-
vitation and look for-
ward to a good debate
on the issues that are of
concern to you."
But Reagan's debate
negotiator, James
Baker III, sent the
league a letter late
Thursday which ac-
cused the organization
of "succumbing to
White House pressure"
by excluding Anderson
from one of the two pro-
posed sessions.
Further, Baker
charged that "neither
you nor we would have
any assurance what-
soever that President
Carter would show up
for the three-way de-
bate. His track record
on debates is one of ar-
rogance and broken
promises."
Baker said Reagan
would debate Carter
one-to-one only if Cart-
er did the same with
Anderson. And that, he
said, was purely a mat-
ter of “basic fairness."
Carter already had
accepted invitations
from three other
groups to meet Reagan
one-on-one. But Reagan
refused those propos-
als, saying he would
abide by the league's
sponsorship and the
standards they laid
down as to whether An-
derson should partici-
WASHINGTON (AP)
— The Carter adminis-
tration is offering to
host । meeting of its
key allies to discuss
ways to minimize the
effects of the Iran-Iraq
war on the internation-
al oil supply, a White
House spokesman said
today.
But the spokesman,
who did not wish to be
identified, denied that
the United States has
proposed such a confer-
ence and said no meet-
ing has been set. The
United States would be
willing to be the host to
such a conference if it
was determined that a
meeting "is required,"
the spokesman said.
He also denied the
United States has pro-
posed joint naval oper-
ations in the Persian
Gulf area.
The White House is-
sued a brief statement
saying that over the
past few days Carter
and Secretary of State

— Ronald Reagan has
once again rejected a
chance to debate Presi-
dent Carter, but this
l time he has turned
'down the League of
Women Voters — the
organization whose
sponsorhip he em-
braced the first time
around.
After repeatedly
chiding Carter for
ducking what turned
out to be a two-man
contest between him-
self and independent
John B. Anderson, Rea-
gan declined Thursday
night a league proposal
for two more presiden-
tial debates.______
One would have pitt-
। ed him solely against
Carter and the last
would also include An-
derson.
Carter had quickly
accepted the proposal,
an apparent attempt by
the league to compro-
mise between Carter's
insistence that he meet
Reagan alone and Rea-
gan's desire to bring
Anderson onto any plat-
form shared by the
president.
The league specifi-
cally invited Reagan
and Carter to meet one
another the week of
Oct. 12 in Portland,
Ore., and then to wind
up the series with a
three-way debate to in-
clude Anderson in
Cleveland during the
week of Oct. 26.
But Reagan, who was
himself in Portland
Thursday night, de-
clared he wouldn't
agree to any proposal
“for a series of presi-
dential debates that
would preclude John
Anderson" from full
participation.
A Reagan spokesman
indicated also that the
Republican nominee
probably wouldn't al-
low his running mate.
George Bush. to accept
the league's companion
proposal for a three-
way debate among run-
ning mates in Louis-
ville, Ky., next Thurs-
gay.
Vice President Wal-
ter F. Mondale and Pa-
trick Lucey, John B.
Anderson's No. 2 man,
agreed to that plan.
