“We provide training, but motivation and flexibili-
ty are the things we cannot provide,” King said. “The
volunteer must comealready prepared with those.”
Training is given in the country to which the
volunteer is sent, thus it is specific to the exact w'ork
he will be doing.
The normal term for a Peace Corps volunteer is
two years, and for a VISTA volunteer, one year. Both
can be extended. Volunteers are provided with a
modest allowance for food, housing and essentials,
and for health care. Volunteers are expected to live in
the identical circumstances as the people they are ser-
ving.
“For the third year in a row, Carter has asked for
expanded funding for these organizations from Con-
gress, which is significant when you consider cuts
many organizations are receiving in (heir funding,”
King said. “We serve the poor, and recently have
received a big boost of 20 percent in funding. ”
“C ongress gives us tremendous support,” she said.
“I think VISTA and the Peace Corps are the most
sincere expression of concern for the poor of the U.S.
and the world than any other government agencies,”
King said. "This is because we help communities
organize themselves in such a way that they can learn
to care for themselves.”
Leach, who will celebrate his 83rd birthday in May,
said he always did like to help people who needed
help. I believe we re doing what no other organiza-
tion has done.”
He said he thought the Peace Corps and VISTA
were one of the greatest things that had ever happen-
ed to the elderly, because they were given an op-
portunity to get out and do things they had never
dreamed of doing before. There is no high age limit
for either organization.
“I’ve farmed all my life and I’ve helped to build
and strengthen my country," Leach said. Clad in a
plaid shirt, soft felt hat and work boots with dirt still
clinging to them, he said he still farmed a big truck
patch for himself and supervised another one reserv-
ed for the elderly of Fort Gibson.
You just name it, I’ve done it,” he said of his ex-
periences with VISTA. “I work with the younger
generation, teaching them how to cultivate, harvest
and how to work in the fields.
“I love working with them,” he said, “They really
aggravate me sometimes, but I love showin’ ‘em how
to farm."

Article six of the treaty says in part: “In case either
party is attacked or threatened with attack, the two
parties...shall immediately consult each other with a
view to eliminating that threat and shall take ap-
propriate and effective measures to safeguard peace
and the security of the two countries. ”
The treaty promises Hanoi the firm backing of
Moscow and was intended to shore up Vietnam’s
defenses against China and Cambodia.
“China’s attack against Vietnam is added proof of
Peking s grossly irresponsible attitude to the destinies
pcace, and of the criminal ease with which the
Chinese leadership turns to arms,” the Soviet state-
ment said.

all state agencies designed to control government
waste and unnecessary growth.
Nigh said the memorandum requested agencies to
hold a near-moratorium on government employee at-
trition to reduce the number of state workers.
The memorandum also requested agencies to
review their rules and regulations with the purpose of
cutting red tape and waste. Also requested was an ef-
fort to remain within President Carter’s inflation-
fighting wage-price guidelines and to “hold the line"
on agency fees and new construction .
Nigh said he wants adequate compensation for
state employee travel, but at the same time he wants
to cut unnecessary travel. He also wants to review a
list of employees hired by governor’s letter to see if
they are still needed. But he added, "I’m not out to
fire people.”
In conclusion, Nigh said that he is working for a tax
cut and more public services while controlling the
growth of government and requested the support of
OPA members in hisefforts.
Nigh then answered written questions from OPA
membersat the breakfast.
When asked why a beer tax was proposed if there
was going to be a tax cut, Nigh said, “We don’t need
any new taxes, period.” But he added that if
Oklahoma needs new taxes in the future, he would be
the first to call for them.
W hen asked if there are too many instances of too
many state employees doing jobs that could be done
by fewer people, Nigh responded that "I’m asking
every agency to evaluate that.” He said he wants to
avoid a “witch-hunt” and use attrition to reduce the
number of employees. He said that although he was
for cutting down government, he was not for cutting
needed services.
When asked how he would administer his planned
state agency cutback, Nigh said he would first see
what response his memorandum receives and then
issue an executive order if necessary.

C hinese Embassy in Moscow in three protests Satur-
day night and Sunday denouncing the invasion,

slogan-shouting Soviets calling for "China out of
Vietnam, and “No war in Vietnam.”
Sunday s statement said Moscow would “honor its
obligations” in a treaty of friendship and coopera-
tion with Hanoi signed here Nov. 3.
