is designed in part, to provide health insurance to modest income,
currently uninsured Oklahomans—to the tune of several billions in
federal (not state) funds-new health care dollars that would help
over 180.000 Sooner s. Obamacare would coat the sute nothing for
three years, and eliminate $300 million in uncompensated health
care cost currently bourn by Oklahoma public hospitals and private
health operations in the Sooner state. Many of us get to see the bill
for this uncompensated care in the form of higher hospital bills.
Oddly. Governor Fallin is actually for new spending for some
health care matters-shc also called, in her speech, for
Increases for programs to assist children with mental

Amping spending to quash infant mortality rates: a matter of
special import to black folks and modest income people across the
board in Oklahoma;
Allowing towns/cities in Oklahoma to put more restrictive rules
on tobacco use in public and private spaces-like ban and other
commercial operations: here she has the emphatic support of the
Oklahoma public health community, and a whole range of medical
professionals and healthcare advocates. And while giving localities
a "tobacco option" isn't, strictly speaking, about spending money,
it might be an incredibly powerful way of reducing healthcare out-
lays and improving the health of Oklahomans-a tribe that suffen
mightily from tobacco abuse.
lastly. Governor Fallin called, as she did some weeks, ago for a
study of "alternatives" to Obamacare: "other ways" to provide health
care coverage for uninsured Oklahomans. Interestingly, looking at
"other* avenues -thru paid consultants - is a tried and true political
tactic that might allow Fallin to reconsider Obamacare, and Okla-
homa participation in its Medicaid expansion option: a backdoor
route that might forestall a challenge to Fallon in the Republican
primary contest in 2014 while, more importantly, providing vital
assistance to many thousands.

Fallin’s Red State Double Talk
Some dap ago. Oklahoma Governor Mary Fallin gave her State
of the State speech Thu is an annual oration that identities the
priorities that Oklahoma's Chief Executive intends to pursue in the
coming legislative year. Governor Fallin took the opportunity to af-
firm. actually reaffirmed, that she is a fevered advocate for the “Red
State” model. The Red Stare regimen is featured in a recent cover
story in the Wall Street Journal (WSJ): here’s how journalists Neil
King and Mark Peters, a few dap back, describe it: ‘ My focus is
to create a red state model that allows the Republican ticket to say,
'See. we've got a different way. and it works. (Kansas Governor)
Brownback said in a recent interview. Coming off the largest tax
cut in state history on Jan. 1. Kansas is now on the leading edge of
a growing but still largely untested quest among conservative gov-
ernors to create growth by dramatically revamping state tax codes.
The Brownback experiment is stirring both praise and anxiety
among Kansas conservatives even as it helps spark similar overhaul
proposals in the GOP-led states of Indiana, Louisiana. Nebraska.
Nonh Carolina. Ohio and Oklahoma."
Our own Gov. Fallin is mentioned prominently in
article.
Mary Fallon, like her Republican colleagues across the country,
wants to polish up the old republican remedy - the way to ignite
job and economic growth, according to this gospel, is to lower
taxes and slash public expenditures. Ironically our Governor, who
as readers may know, has so far rejected Obamacare, our still new.

Tulsa North And The City Retreat?
Sone tfays ago. the City Council and Mayor Dewey Bartlett
held the second of what looks to be an annual retreat event. The
idea: ‘lock* the Mavor and the enure Qty Council in a room and
get a sense of what sort ofTorn, priorities all of the polmcos. all the
fulsome personalities at City Hall, can cotne up with for the com-
ing vear The group covered a whole range of topics, a whole range
of issues in a several hour session including Arkansas river develop- :
ment. the possibility of expanding the Peoria Corridor/rapid bus
tnmit poijict hiring additional cops, improving the 911 system,
updating our public ufetv information systems, and a raft of trans-
portation and street improvement initiatives.
But where was the discussion about pushing balance growth in
Tulsa and sparking commerce, housing markets improvement and
retail development in Tulsa north? As some readers may recall from
the Tulsa World s coverage, there was a fracas of sorts, between
Counselor Blake Ewing and Counselor Jack Henderson about the
Fin Tube project: a still emerging redevelopment effort to the im-
mediate north and east of Tulsa s downtown area The project, an
effort to convert decaying industrial facilities to business incuba-
tors. a gum retail space park and other potential uses is backed by
a number of north-side activists/development advocates
The Fin Tube project has considerable potential, and small
amounts of public money have already been spent on preliminary
planning/engineering studies, but the effort apparently hasnt at-
tracted the interest of Counselor Jack Henderson-so far. This is
a problem of poor communications between Hendersons and
some of his constituents, the City's planning operation and other
members of the Council--and it needs to be rectified. Fin Tube has
some real merit, as does the North land small area revitalization
plan and follow on efforts to the Shops on North Peoria project.
And while area concerns shouldnt displace citywide initiatives, its
important to remember that the city is interconnected, in tight
and highly practical ways: the fate of luisa north, the folks who
live there, its housing markets and the fact that it continues to be
a retail and commercial "desert" should be a huge matter for all
Tulsans. Where is the Mayor and the City Council on a strategy, a
real strategy for executing a Tulsa North initiative: one that would
imaginatively employ some the billions that weve spent over the
years for capital projects including, the 800 million being discussed
for the next round of “Fix Our Streets"?
Why can’t we get a high-quality discussion on a matter that
has great strategic significance and goes to counter punching
inequality?
