LAKE SUCCESS Sept 13— UP)
—The l'N Palestine conciliation
commission Tuesday proposed crea-
tion of a two-rone international re-
gime In Jerusalem with UN com-
missioner as supreme authority
The commission's blueprint rec-
ommended that the existing zones
administered by IsraeKand Hash-
emite Jordan "(Trans-Jordan) be
retained and that the two admin-
istrations each be given a large
measure of local self-government
The final authority however
would rest In a central government
which would consist of a commis-
sioner a 14-member general coun-
cil an international tribunal and
a mixed tribunal
The plan goes before the 50-
natlon general assembly opening
in New York next Tuesday There
was no Immediate reaction from
either Israe l or Irab representa-
tives but the proposal Is expected
to arouse a bitter fight in the assembly
