if it had caused a major security
breech.
The official, who asked not to be
named, said the equipment was ap-
parently maintained by Soviet tech-
nicians who sneaked into the embas-
sy by crawling through a tunnel,
which originated in a nearby apart-
ment building, and then climbed up
the chimney.
In Moscow, an embassy source
said the cable leading from the de-
vice was traced to a room in the
nearby building where a Soviet
agent was discovered before a bank
of equipment, monitoring signals
from the bug. He fled when U.S. offi-
cials entered, said the source, who
asked not to be named.
The discovery of the device also
raised questions about the equip-
ment's possible link to other mys-
teries involving the Moscow embas-
sy — such as why the Soviets have
beamed microwaves at the building
for years, worrying US. officials
about possible health hazard*.
The chimney is adjacent to the
embassy's South Wing, which bouses
junior employees and does not have
a high security rating, but U.S. dip-
lomata were concerned that the bug-
ging equipment could have been
monitoring the neighboring Central
mlniatratlve powers
over all the eooatry’s
cities and towns.

A Surprising Fact
Since the days of Jhe Great De-
pression, electricity has been one
of the few commodities that de-
clined in price.
OG&E's 1930 average price of
electricity for residential customers
declined from 7.4g per kilowatt
hour to 2.2C per kilowatt hour in
1972, the all time low.

What is even more surprising is
the fact that during the last 10-year
period, the average OG&E residen-
tial customer has more than dou-
bled his use of electricity.

Though inflation was growing
during these years, electricity was
protected from the effects of infla-
tion because of economies made
possible by larger, more efficient
generating plants. This enabled the
company to supply the increased
. usage of our customers at a lower
cost for each kilowatt hour.
However, this came to an end in
1972. The pressures of inflation
could no longer be overcome and
higher costs ended the downward
trend of electric fates.
The price of electricity finally
began to reflect what had already
happened in the rest of the
economy.
Another Surprise
The increase in the cost of OG&E
electricity has been significantly
less than the national average.

OG&E has been successful in
holding down the cost of service to
its customers. A comparison of
rates by the federal government
shows that OG&E's are among the
very lowest in the nation. Besides
being low, OG&E rates have not es-
calated as rapidly as they have
throughout the rest of the nation as
a whole. "
Electricity vs. Everything Else
While the price of electricity has
gone up, the increase has not been
as much as the cost of other goods
and services you buy regularlv.

WASHINGTON (AP) — U.S. offi-
cials, after discovering sophisticat-
ed electronic spy equipment in a
chimaey of the Moscow embassy,
are assessing the damage it did to
American security and puzzling
over how the gadgetry works.
One official called the Soviet's use
of the espionage equipment a “se-

but said the electronic gear would

Increased Cost of Other Goods
Since 1967
In these comparisons, it s clear
the cost of electricity isn't rising as
last as the cost of living.
While the cost of OG&E electric-
ity rose 30 percent from 1967 to
1977, the consumer price index in-
creased 81 percent during the same
period.
Electricity Is Still A Good Value
It's a fact, the price of electricity
has responded to the pressure of
inflation generally. However,
OG&E has managed to keep the
rate at increase well below the na-
tional average.
OG&E's price increase has been
less than the increase in the average
market basket ot goods and serv-
ices.
In comparing OG&E's present
rates against those charged by
other companies in the United
States, rates here rank among the
very lowest.
