The House voted 71-22 today to suspend its
deadline for introduction of bills to allow State
Rep. Bill Wiseman, R-Tulsa, to introduce a bill re-
pealing state law which allows oil companies to
choose between ad valorem or gross production
taxes.
House Speaker Bill Willis, D-Tahlequah, and
Majority Leader Jim Townsend, D-Shawnee, said
the House should allow the late introduction of the
bill because of a recent Supreme Court decision.
"Our present law provides that oil companies
may take their choice which tax to pay, gross pro-
duction or ad valorem," Willis said.
"Back when the gross production tax was lower
and all oil prices were cheaper, the companies
preferred to pay gross production because it was
lower than ad valorem," he <-ontinued.
"But since the price of oil has gone up and the
tax has gone up, most of them have preferred ad
valorem," Willis said.
"This bill would repeal that option and simply
leave them subject to the gross production tax."
"Actually, we should have repealed the option
In 1971 when we raised the gross production tax,
but it was overlooked," Willis added.

WASHINGTON —The man who has been House
Speaker Carl Albert's top legislative aide during
<11 of Albert's years in the House leadership is
leaving March 15 to join a Washington-based con-
sulting firm.
Michael L. Reed will become vice president and
secretary of Timmons and Company, Inc., which
specializes in federal government lobbying. He
will be the only Democrat among the four princi-
pals in the firm.
Reed said no conclusions should be drawn about
the speaker's plans from the fact he Is leaving. He
said It was a good financial opportunity for him to
become an officer and shareholder In the firm
and said "they made me an offer I couldn't re-
fuse."
Reed said it was just "eoincidestal" that hr and
the speaker's press secretary, Joe Foote, have de-
cided recently to leave the speaker's staff. Font#
won a fellowship to study radio and television
films in England next year.
"Mike Reed has been my strong legislative
right arm for a long time and is one of the most
skilled professionals I have ever known," Albert
said. "Mike will be a strong asset to the firm he it
joining."
The firm was organized by William Timmons,
who was head of congressional liaison during the
Nixon administration. The other principal* are
Tom Korologos, a former Nixon congressional li-
aison; and Stanley Ebner, a former general coun-
sel for the Office of Management and Budget in
the Nixon administration.
Reed has been an aide to Albert for 12 years.
Before joining Albert's staff, he worked for J.
Howard Edmondson when Edmondson was gover-
nor and senator from Oklahoma.
Timmons noted that Reed's "extensive knowl-
edge of government and the experience he has
gained as the senior legislative aide in the House
of Representatives will further strengthen the
firm's talent base."
Reed said he had thought about making a move
for "some time" because. "I never Intended that
my entire life be spent here as a congressional
aide."
He said as an officer and shareholder, he will
be able to benefit financially If the firm "grows
and prospers."
Joe Jankowsky. a University of Oklahoma law
school graduate who is now a legislative aide to
Albert, will move up to replace Reed as top legis-
lative assistant to Albert.
