clock-work plan they would give old
Santa Claus no rest unless he kept up
with all the modern inventions In-
stead of toy soldiers they would de-
mand mortar batteries and they would
not be satisfied with mooley cows but
would demand that they have pedi-
grees and give only certified milk and
cream
“They would not accept a Noah’s
ark unless it was a combination of
the steamship Lusitania and a modern
cement bungalow with sleeping
porches twin-screw propellers elec-
tric searchlights wireless apparatus
second chattel mortgage — in fact all
the comforts of ship and home com-
plete They would require Mr Noah
to carry a pilot’s license as well as a
college degree In natural history All
the animals would have to be trained
to do tricks and poor Noah’s family
would have a fine time herding them
while wearing wooden raincoats and
stove-pipe hats
“Fortunately childrn real children
are not constructed that way They
want their arks on the old-fashioned
plan whereby you lift off the roof and
find Noah minus his head and most of
the animals trying to hobble on three

baby are spending the holidays
at his old home in Missouri
Dr Bates has gone to Brown-
ville Texas and will be joined
there by Mrs Bates after holi-
days where they will spend the
winter on the Dr’s ranch
- Fashioned Toys
upholstered seats and rubber tires
may fascinate a small boy for a few
hours but you’d better place your
faith in a good old-pattern rocking
horse with saddle and stirrups and a
mane and tall of real hair The rock-
ing horse is not going out of fashion
by a long ways and I predict that In
the horseless age if that time ever
comes our children’s children will be
Jerking the mane of a wooden ‘horsey
and whipping him on his painted
flanks and trying to feed him crack-
ers Also they’ll be falling off his
back and bumping their little fore-
heads in the old-fashioned way and
’horsey’ will have to be thrashed and
locked up in the clothes closet for his
bad behavior
"And as for dolls you’ve got to give
them real ‘baby dolls’ and not grand
ladies in the latest tango gowns and
hats For the last 60 years or so
doting parents who are well to do have
been trying the experiment of present-
ing their little girls with waxen fash-
ion models — only to find the precious
one crying for the rag baby of the
laundress’ daughter Children show
the real mother Instinct when they
spurn the ‘play-child’ which is too
dressy and up to date
i "I have one friend the father of a
large and lively family I make him
happy every Christmas time by pre-
senting his kids with a bunch of cheap
mechanical toys After about half an
hour of winding them up the little
ones tire of the clicking wonders and
return to their woolly dogs rubber
dolls and other simple favorites That
is when father’s fun begins He in-
sists on winding up tile toys and run-
ning them all Christmas day osten-
sibly for the pleasure of his young-
sters He does not cease winding until
the toys begin to get out of order and
then he has the additional pleasure of
trying to repair them
Sometimes I think that a manufac-
turer could make a fortune selling
toys just for grown-ups Seeing a
bunch of adults busy working me-
chanical toys reminds me of the' time
when the whole family insists on tak-
ing little Johnny to the circus

Ordinance No 284 A
An ordinance regulating the Installation re
pairing or renewal of water service pipes
under the paved streets and alleys of the city
of Wagoner fixing a penalty for the violation
thereof and declaring an emergency
Beit ordained by the Board of Commissioners
of the City of Wagoner Oklahoma:
Section 1 The word “person” wherever used
in this ordinance shall be held to mean and
include natural persons of either sex associa-
tions copartners and corporations whether
acting by themselves or by a servant agent or
employee the singular number shall be held
and construed to include the plural and the
masculine pronoun and to include the femi
nine The words “service pipe” wherever used
in this ordinance shall be held to mean and
include the water service pipes conveying water
from the city's main to and including the curb
cock
Section 2 All water service pipes in and
under the paved streets and alleys of the city of
Wagoner hereinafter becoming defective or
needing repairs or requiring renewal and all
service pipes in and under said payed streets
and alleys that have recently been repaired
but over which the pavement has not been re'
placed and any additional service pipes that
may be hereafter installed in and under said
streets and alleys must be renewed and con
structed from the corporation cock to the curb
cock before the pavement is replaced with
lead or cast iron pipe as hereinafter specified
and in such case if the curb aul corporation
cocks be not of the make or brand known as
“Muller” or “Glauber” the same must be re-
placed with a corporation or curb cock of such
make as the case may require and said service
pipes must be installed repaired or renewed by
thewafbr department of said city at tbe ex-
pense of the owner thereof and in such case it
shall be unlawful for any person other than an
authorized representative of the water depart-
ment of said city to install renew repair or in
any manner alter the water service pipes in
and under the paved streets and alleys ot said
city
Section 3 All service pipes shall be laid at
right angles to the main and except as other-
wise herein provided shall consist and be con-
structed of lead pipe to be of the quality known
as “Extra Strong” and no service pipe shall
be less than inch inside diameter and said
curb cock must be installed at a point outside
the paved street or alley and the service pipe
must he connected with tbe corporation and
curb cock with lead flanged union couplings
where said corporation and curb cocks are to
be renewed as herein required but in case it be
uunecessary to renew said corporation and
curb eocks connections must be made with
necessary brass fittings and substantial wiped
joints and said lead pipe must be laid with
sufficient slack to permit of contraction and at
a depth of not less than eighteen inches below
tbe surface of the street or alley and if said
service pipe be of three inch inside diameter or
larger the same may be constructed of cast
iron pipe of such quality and method of con-
struction as is approved by the commissioner
of the water department of said city
Section 4 After the passage and publication
of this ordinance all water service pipes be-
coming defective and in cases where such
water service pipes have been recently re-
paired but the pavement has not been replaced
over the sarhe the water department must im-
mediately shut off tbe water set vice to remain
off until such water service pipes have been re-
newed or repaired as herein required and 00
renewal or repair of such water service pipes
shall be undertaken by the water department
until the owner of such service pipe has made
written application for same
Section 5 The city shall charge and collect
from the owner of the service pipe the actual
cost of labor and material for installing re-
pairing and renewing said service pipes as
herein required which must be paid by the
owner immediately after the completion of the
work and in no case later than ten days after
the first of the next succeeding month and any
person failing to pay such charge as herein
provided and being delinquent after the iotb
of the month the property supplied shall be
immediately cutoff from the use of water and
remain so until said charge has been fully paid
together with a fee of fifty cents in addition
thereto which shall be charged for turning on
the water and upon the failure of any person
to pay such charge as herein provided the same
shall coostitute and be a lien against the prop-
erty supplied with water by said service pipe
and a charge against the owner thereof and
such property owner shall be responsible to the
city in an action waged by the city in any court
of competent jurisdiction for the amount of
such charge or any part thereof due and un-
paid and for costs
Section 6 The Commissioner of the water
department of said city shall have authority to
decide any question which may arise and which
is not fully covered by any of the provisions
contained in this ordinance and bis decision in
such cases shall be final
Section 7 All ordinances or parts of ordi-
nances in conflict herewith are hereby re-
pealed Section 8 Every person who fails to comply
with or who wilfully violates any of the pro-
visions of this ordinance shall be deemed guilty
of a misdemeanor and upon conviction shall be
fined not more than $2500 for each offeuse
Section 9 An emergency is hereby declared
by reasou whereof it is necessary for the im-
mediate preservation of the public health
peace and safety that this ordinance shall take
effect from and after its passage approval and
publication
Passed and approved this 16th day of Decem-
ber 1914

An ordinance prohibiting projecting of Build'
ings beyond the building line And declaring
an emergency
Be it ordained by the Board of Commissioners
of the City of Wagoner Oklahoma:
Section i The face of any wall pilaster or
column of any building above the level of its
main water table shall not project beyond the
building line except as herein after provided
Tbepliuths pilasters columns porticoes or
entrances of buildiogs may extend not to ex
ceed eight inches and such porticoes or en-
trances shall not be over one story in height but
no such extensions shall be allowed on aide-
walks of less than fifteen feet in width
Oriel or balcony windows shall not project
more than three feet beyond the property line
and shall not be less than twelve above the
sidewalk
Section ii Any person persons Firm or
coporation violating the provisions of this
Ordinance shall be deemed guilty of a misde-
meanor and upon conviction thereof shall be
fined in any sam not to exceed One Hundred
($10000) Dollars and cost of suit
Section in An emergency is hereby declared
by reason whereof it is necessary for the im-
mediate preservation of the public health
peace and safety that this crdinance take effect

County State of Oklahoma on the 12th day of
December 1914 in an action wherein Luella F
Stewart was plaintiff and John H Weer et al
was defendant commanding me to levy upon
property belonging to said defendant John H
Weer sufficient to satisfy a judgment rendered
in said action in favor of Luella F Stewart
against said John H Weer for the sum of $1946-
79 with $13000 Attorney free and cost and costs
accruing of $6580 with interest thereon from'
the date of rendition the 25th day of May 1914
