1 the epunty court now
has the jurisdiction and If' these
cases are carrieed over by tbe amend
ment to the District court It is an
easy matter to see ( that the actual
expense of trying the misdemeanor
cases Is very much Increased in the
District court because while the
County court only callp six men to
try the case the District court calls
twelve men to try the' case thus
doubling tbe expense to the tax
payers’ v
In the County courts the Judge
resides In the midst of the people
snd nap his office open every day
Id the year except Sunday for the
transacting of ' business while In
the matter of District courts the
judge may not resldd In the county
If the District consists of more
than one county Any urgent pro-
bate business In the county where
the judge does not reside must be
taken to the ‘ judge in the other
county thus entailing an extra ex-
pense on the parties interested
Again In the matter of appoint-
ing the clerks instead of electing
them the argument is all against
the amendment' It Is unreasonable
un-democratlc and inconsistant with
all the public professions and teach-
ings of democracy and the people
of Coal county and I may say all
the counties of the Eastern part of
the State will never submit to It
willingly If the other part of the
amendment was good this provision
as to appointing the clerks would
be sufficient ground for defeating
the entire amendment and it will
be defeated if the people know how
to vote the ticket
How -to vote let me explain this
to you The words setting forth
the amendment will be written' out
on the tickets of the several -parties
and all parties will have a chance
to vote on It and under this will
be the words “For the Amend-
ment1' aud- 5fthe idtep desires to
vote against the amendment he
must scratch through : the words
with a pencil those words "For
the Amendment’” If the voter
fails to scratch out the words the
ticket counts for the amendment
that is to say if the ticket Is plac-
ed In the box without scratching
out the words “For the Amend-
ment ’ the ticket has to be count-
ed for the amendment It Is an
unfair ballot because many voters-
will not understand how to vote
against the amendment and will
fail to cancel tbe particular words
i and In this way will vote for a
thing they do not want and wonld
not vote for if they knew how to
J vote against it
