Silas. H. Iteid in his communlca-
tlon on franchise has this to nay:
"The name, corporation, do s not car-
ry with it in my judgment such
terrible tilings as some may suppose,
but in granting to the Light Company
a Franchise there ahould|be clause in
it that they will furnish lights to all
public buildings. Libraries, Schools,
etc, free of cost tD the people. It is
customary I believe in all munici
pal corporation to require that."
