THE DAWES ROW
General Charles G. Dawes, vice-president of the United States
has thrown Washington into a fit and has the senate, over which
he presides, frothing at the mouth over his conduct when he was
inducted into office on March fourth.
The senators claim, that is some of them do, that he turned a
solemn ceremonial into a farce and ridiculed them. Other sena-
tors seem to agree with General Dawes.
The crime vice-president Dawes committed was to tell the
Senate the forceful and unmistakable, in somewhat impolitic lan-
guage, that he entirely disapproved of any rules whereby a single
senator could engineer a filibuster that would prevent the passage
of necessary legislation. He also hurt the dignity of thp senators
when he had 24 of them sworn in ' en bloc instead of in fours
as had been the previous custom. These customs of 135 years an-
tiquity the senate hates to see go by the hoard.
Of course, the outcome of Vice-President Dawes pungent
ten-minute talk will he a violent four year war between him. as
speaker of the senate, and the members of the august body. The
very sight of him sitting in the speaker s chair will undoubtedly
cause several cases of apoplexy in the srnate ranks and it is cer-
tain that there will he some stormy sessions.
Vice-President Dawes has at least directed public attention
To the condition existing and perhaps that is no inconsiderable ser-
vice, even though it does not make him particularly popular in
some quarters.
r SHIPPING DECLINES
An apparent paradox is revealed in the figures published
regarding idle tonnage in the United Kingdom for the quarter end-
ing December. 1924. f h>* figures show that there has been a great
increase in idle tonnage, indicating a decline in the shipping indus-
try, while authorities state that such is not the casr since a large
majority of the tonnage is represented in ocean liners in' dry dock
being put in service for continuation of their runs.

unable to find cargoes at the present time. It is not expected,
however, that the present slump will continue as English shipping
always 'has to be maintained at a certain point else the British
Isles suffer for lack of many necessities.
