Child molestor denied early release
LEXINGTON (AP) — A convicted
child molester serving sentences total-
ing more than 400 years has been
denied a bid for parole by the state
Pardon and Parole Board.
Charles Robert Brown, who was
seeking to be paroled from the first of
more than 400 years of sentences for
numerous counts of making obscene
videotapes of minors, forcible oral
sodomy and indecent or lewd acts with
children under 16, was denied by the
board on Friday.
Brown, a former Oklahoma City ice
cream truck driver was convicted last
year. He wanted the board to make his
sentences ntn concurrently instead of
consecutively — which would reduce
his prison time to 20 years. The board
unanimously refused.
The board did approve parole for a
Chickasha man convicted of
manslaughter for the 1981 shooting
death of a Colorado man, but denied
irccdom to a man who has served 13
years for the 1976 murder of an Enid
The board recommended parole
under certain conditions for Richard
Willoughby, 30, sentenced to serve 45
years for the 1981 shooting death of a
Colorado man.
The board ordered Willoughby to
spend six months under prc-parolc
conditional supervision and to be
treated for substance abuse.
Clifton Driskell, a former state batik
examiner, was once sentenced to death
for killing Kevin Tapp, 11, of Enid in
Cocaine distributor to plead guilty
1976. The sentence later was
commuted to life imprisonment, and
he became eligible for consideration
for pre parole.
Driskcll’s wife told the board she is
paralyzed on one side as a result of a
stroke last year and she needs her
husband’s help. She said he has work
c<! hard in prison and helped several
inmates become Christians.
But Jesse Tapp, the victim’s father,
and his minister brought petitions
signed by 4,000 people protesting
clemency for Driskell.
MUSKOGEE (AP) — A Florida
man accused of distributing many
pounds of cocaine in eastern Oklaho
ma has agreed along with a co
defendant to plead guilty to drug
charges, a federal prosecutor says.
Jose Alberto Munoz, a cab driver in
Miami, Fla., and co defendant Rcyncl
Lugo Avila are scheduled to plead
guilty in two weeks, said assistant U.S.
Attorney Sheldon Sperling.
The FBI has alleged Munoz, 29,
sold as much as 500 pounds of cocaine
in eastern Oklahoma between 1983
and bis arrest in May. Munoz and
Avila were indicted by a federal grand
jury in May and are being held without
bond in the Muskogee City-Federal
Jail.
Part of their indictment involved an
accusation they sold cocaine to Bob
W. Ford Sr., 68, and his wile, Connie,
on May 13 in Florida.
Avila was indicted because he was
with Munoz when the cocaine was
allegedly exchanged with the Fords,
the FBI says,
FBI spokesman Dan Vogel said
Ford, of rural Wagoner County, was
arrested May 2 after undercover
agents negotiated the sale of 15
pounds of cocaine to him for
$120,(XX).
Ford was arrested in a parking lot
across the street from FBI headquar-
ters in Oklahoma City.
“You could look out the window
and see the whole thing go down,”
Vogel said.
Neither Ford nor his wife has been
charged. According to court docu
ments, they arc cooperating with the
FBI.
Sperling alleges Munoz to be one of
the largest and most constant cocaine
suppliers to eastern Oklahoma.
“Other than Luis Rivcria, Munoz is
the biggest cocaine supplier we have
ever had here,” Sperling said.
Rivena w'as convicted in 1983 of
masterminding the importation ol 600
pounds of cocaine into an isolated airs
trip at Talihina. Sperling said that
cocaine was bound for Florida, while
the cocaine Munoz allegedly supplied
was sold in Oklahoma and Kansas.
Munoz and Avila had been sche
duled to face trial on Sept. 4. Sperling
said Munoz faces a maximum
sentence of life in prison and a $4
million line. He said Avila, also of
Miami, Fla., faces up to 40 years anti a
$2(X),(XX) fine.
FBI agent John Hershly states in
documents that the purported May I 3
transaction between Munoz and the
Ford family was the last of several
multi kilogram exchanges.
