Washington, .Ian. 4.—In accordance
with the recommendations of Presi-
dent Roosevelt in his message to con-
gress and in keeping with the policy
outlined some time ago by Mr. \Y. A.
Jones, commissioner Indian affairs, the
tirst steps looking to the adoption of a
plan to make the Indians self-support-
ing* has been taken.
Commissioner .lours addressed a cir-
cular letter to every Indian agent in
the United States, calling for data
concerning the number of Indians on
the different reservations who arc
living on allotted lands and are capable
of managing their own affairs.
It is proposed to dissolve the tribal
funds as such, and that the funds of
the Indians in the 1'nited States treas
ury be transferred to the credit of the
individual members. As rapidly as
the individual Indian shows his ability
to manage his own affairs, he shall
have bis portion of this fund allotted
to him and his annuity will then cease.
It is known that many Indians now
living in tribal relations are anxious to
break away from these environments
and make their own battle for success
with the white men. Mr. Jones and
the officials of the Indian department
believe that the encouragement of this
desire will liatg a good effect, and will
soon result in the solution of the In
diau problem.
There seems to be 110 doubt that the
Indian committees of both the house
and senate will recommend that the
Dawes commission be discharged, and
that the work now in the hands of that
body be placed in the hands of one
mail, who shall have such assistance as
needed, and who shall report direct to
the commissioner of Indian affairs and
tlie secretary of the Interior. Ibis
action, in the opinion of the members
of the committee, is necessary in
order to secure a speedy conclusion of
the work of the commission, and to
prevent a recurrence of the conflicts
that have occurred between the Dawes
commission and the other branches of
the 1 ndian service.

raised this season by Irrigation in the
Yakima Indian reservation in the state
of Washington. The quantity for ex-

that the crop will be 40,000 tons, worth
*1,000,000.

A Murriiige Contract Cane.
Topeka, Jan. 0.—Mrs. Sarah II. Crum
of Wichita, instituted proceedings for
divorce from her husband, asking that
she be allowed ST,500 permanent ali-
mony. The Sedgwick county district
court granted an absolute divorce, but
refused to give her a judgment for
alimon3*, on the grounds that she had
waived all claim to her husband's prop-
erty in a marriage contract. Mrs.
Crum has now appealed the case to the
supreme court, and asks that the lower
court's decision relative to alimony be
set aside.

II. McCalla, now in command of the
Kearsarge, the flagship of the North
Atlantic squadron, proposes a fine clul
house at Yallejo for the enlisted men
of the njivy. He has already secured a
site for the building-, paying for it with
the prize money awarded to him. Ad-
ditional funds are to be secured by pop
ular subscription. Mrs. McCalla is
now here making the preliminary ar-
rangements for the erection of the
structure.
To Rid City of Thugs.
Denver, .Ian 0.- I ully 200 citizens of
Denver held a mass meeting in Lincoln
park for the purpose of effecting an or
ganization to aid in lidding the city of
the thugs that have for the past two
years maintained a perfect reign of
terror by the robberies, murders and
assaults committed in all parts of the
city. The immediate cause of the
meeting was the murder of llarold
Fridborn and the outraging of his 16
year old sister on the night of Decern
ber 31.

In lecturing two women prisoners,
Magistrate Crane of New York, said:
"I believe that ninety-nine men out
of a hundred will tell the truth when
I ask if they have been arrested before.
The average woman, on the other
hand, will lie deliberately to my face,
and not only th£t, but she will cling
to her lies, although she is perfectly
aware that I know she is lying."

Cox, Wis.. .Ian. 6.—With Kidney dis-
ease so bad that he could hardly walk
across the room for pain, Frank M.
Russell of this place wa a man greatly
to be pitied.

tained by the government every day for

The police department and the board
of education continue to be the two
city department? requiring the largest
expenditure of public money. For 1902
the .ppropriution for the police depart-
ment is $11,350,000 and for the school
department is $19,263,000, subject to a
reimbursement by the state of $1,200,-
000, which will bring the school ex-
penses this year to $18,000,000, approx-
imately.—New York Sun.
Tay llriclge Dlaaater.
The Tay bridge at Dundee, Scotland,
10,612 feet in length, and ninety feet
above the water level, was partly des-
troyed by a pale on Sunday. Decem-
ber 28, 1S79, while a North British
Railway mail train was passing over
it. About 3,000 feet of the bridge col-
lapsed, carrying away the railway
train with it. Between seventy-five
and ninety perkins perished. The new
Tay bridge was opev.rd for public
traffic on June 20. lc37.
