Flag for Old Vincennes.
The city council of Vincennes, Ind.,
Is considering the adoption of a flag
for Vincennes to be used as the city's
official emblem during the coming In-
diana centennial celebration, says the
Indianapolis News.
The suggested design Is Intended to
set forth the British rule of Vincennes
by an old English red “V” In the blue
center and the French control by a
white fleur-de-lis, which was the na-
tional emblem of France during the
time this territory was under the
French government.
Radiating from the center there are
18 white stripes, indicating that In-
diana was the 18th state admitted to
the Union. Therq also are 48 small
white stripes, indicating the number
of states now in the Union.

findings In the commission's Investi-
gation was submitted to the witness.

London.—Heavy fighting is In prog-
ress over virtually all the entire east-
ern front from the Gulf of Riga to
Bukowina, a distance of between 600
and 700 miles. From Riga to the Jas-
iolda rover, northwest of the Pripet
marsh region the Germans have taken
the offensive against the Russians,
probably in an effort to divert the
attention of the Russians, who are in
the second week of their drive against
the Austro-Hungarians and Germans
from the Pripet marshes southward to
Bukowina.
On all sectors of the northern line,
the Russians have successfully with-
stood the German onslaught and
driven the attacking forces back.
They have even gained ground aaginst
them north of the Tirul marsh, south-
west of Riga, says Petrograd.
Fresh Advance Near Lutsk.
In southwest Russia, in the region
of Lutsk fresh advances against the
Austro-Hungarians are reported by the
Russian war office as likewise Is the
case across the border through east
Galacia. In the southern part of this
region the Russians are nearing Czer-
nowitz, the capital of the Austrian
crown land of Bukowina.

Counter Proposal of Railroads

chief railroads of the United States
and of the unions of railroad employes
are far from an agreement on ques-
tions of wages and hours. Upon the
detailed explanation by the railroads
of their counter or “contingent” prop-
osition, it was predicted by A. B. Gar-
retson, president of the Order of Rail-
road Conductors, would depend the .
future attitude of the railroad men j
even to the ordering of a strike vote !
of the 350.000 members of the union.
Mr. Garretson’s predictions were
prompted by the fact that during the
day the conference came suddenly to
a halt when the railroad’s contingent
refused to grant the eight-hour day.
Mr. C.arretson and the other broth-
erhood leaders stated that If the eon- i

back to the mes and a vote on the
general strike will be taken.
