If President Cleveland would but
accept the verdict of Counsul Gen-
eral Lee as to the state of affairs on
the Island of Cuba and act accord-
ingly there would be a prospect of an
early end to the '"-•plorablo contest
roirg on there.
"The wnr now being waged in
Cuba is devastating the island," says
Geneial Lee, And that tells the
whole story. Mr, Cleveland has been
in doubt as to whether the uprising
of nearly two and a half years ago
had yet reached the proportions of
actual war. General Lee declares
that it is a war, and a disastrous war
that is devastating the country.
General Lee further says, ''the
property of American citizens Is suf-
fering greatly and wll1 continue to
suffer until peace comes,'' and that
peace shonld come immediately; but
there Is no peace and will not be for a
long time if it djpendson a decisive
victory by one side or the other."
That is the testimony of the man se
lected to represent American inter
ests on the island, and who is said to
be in possession of certain "para-
mount" authority from headquarters
tt is to be supposed that the consul
general has made use of similar terms
in bis communications to the state
department. He is not the sort of
man to withhold his true sentiments
from an official report.

Chicago, 111., June 15.—A special
to the Tlmeg-Herald from Mew York
says:
A rumor, which comes from the
offices of a well-known law firm, with
Lhe head of which President CleVc
land is on most intimate terms, is to
the effect that Grover Cleveland,
Thomas B. Reed and Secretary Car
lisle will, after the 4th of March,
1897, establish a law firm in this city,
to be known as Cleveland, Reed and
Carlisle. The announcement of tbe
formation of the firm will, it is said,
effectually answer the question re-
garding President Cleveland's inten-
tions as to a fourth nomination. It
may be that this is to be the presi-
dent's method of answering those wbo
have so anxiously demanded to know
tbe course he is to pursue.

Mayor Jones returned last night
from visiting tho surveying party at
SV-i'pa The engineering corps
reachrd there Friday. Mr. Jones
paid i he boys their wages for the
month of Jlav and reports that all of
the boys are well and of the nineteen
men who left here eighteen are still
with the party.
The engineers aro well pleased
with the route and report that there
is no grade over one per cent, and
the greatest curve is four degrees.
