Helped Wis. Couple.
Guthrie, Okln.—The senate passed
the now Billups bill, intended to re-
place tho one of last year so far as
the dispensary features of the prohi-
bition law ure concerned. All of the
local agencies are put out of opera-
tion by this bill, and while the state
agency is retained, its only function
is to furnish alcohol to druggists for
compounding proscriptions, to state
institutions or to private colleges,
hospitals and institutions of learning
for scientific purposes, and to manu-
facturers for manufacturing purposes.
The bill as drawn allowed the sale
of alcohol “or other liquors" for all
of those purposes, but the provision
In regard to the ‘ other liquors" was
cut. out by the senate.
The section providing for tho ap-
pointment of a special judge for In-
quisitions under the provisions of the
act was cut out and a new section
inserted allowing justices of the
peace and police judges to try cases
for tho violation of the prohibitory
law as well as county judges.
Provision is made that the money
received from the sale of alcohol un-
der the provisions of the act “shall
be deposited in a state bank," and
used to purchase new stock as re-
quired. No new appropriation is
made for fbe stale agency, the $7,000
remaining from last year's appropri-
ation being re-appropriated for that
purpose, together with all moneys
and property acquired by purchase or
forfeiture.
The hill virtually perpetuates the
conditions which have prevailed since
the governor's proclamation was is-
sued declaring the dispensary prop-
osition as voted upon by the people
to have been lost. Although the stale
agency has been furnishing alcohol to
druggists slnco tho supreme court
ordered It to do so, there has been no
means of securing liquor for modicl-l
nal purposes within tho state.
While the bill Itself received a
bare majority when placed on its An-
al passage, passing by a vote of 23 to
12, tho emergency clause was at-
tached by a vote of 30 to 9, many of
those voting against the bill express-
ing an opinion that some action
should be taken at once to relieve the
present, contradictory state of affairs
when the dispensary law is still in
force, according to the supreme court
but is not in actual operation.
All of the republican senators, ex-
cept Colville and Warren, the latter
having just been seated, and excus-
ed from voting, voted against the
hill. Those voting In tho negative
were Beeler, Chapman, Cloonan, Cun-
ningham, Curd, IJavls, Denton, Egger-
mnn. Doubling, Hatchett, Potter and
Soldani.'
HOUSE SMASHES ALL RECORDS
Plunges Again Into Bills Locating
More State Institutions
Guthrie, Okla.—All records for the
passing of hills to third reading were
broken in the lower house Wednes-
day. Bills so pussed located a nor-
mal at Tahlequah, a girls' orphan
home at Nowata, tlio eastern univer-
sity preparatory school at Claremore,
created a superior county court in all
counties over 25,000 population, made
a secondary agricultural school dis-
trict out of the throe “Panhandle
counties.” Tho Keys fish and game
bill was completed in committeo of
the whole, and a score of “local”
bills, locating county court towns, had
the same good luck. The Roddle gen.
oral insurance bill and tho Gouldlng
farmers’ mutual bill were both report-
ed out of house committee favorably.
The house concluded its momentous
sosslon with a fierce argument over
the Anthony bill to reduce gross pro-
duction tax on coal, that killed all
but the enacting clause of that meas-
leaving only a brief amendment by
Anthony providing that gross produc-
tion taxes should go into the general
funds of the stale.

propriating $60,000 for the equipment
of three additional agricultural schools
of the second class: the joint senate
resolution by Thomas authorizing the
state school land commissioners to

military reservation and (needed to
square it out evenly; the Boyle bill
requiring corporations to pa/ a'l wag-

ance of “checks," the Durant bill ap-
propriating $71 for Mina Johnson for

Signs Eggerman Bill.
Guthrie, Okla.—Governor Hasktol
has signed the bill by Senator Eggfr-
man creating a standing reward of
$50 for the capture of horse thieves.
The general appropriation bill carries
$20,000 for payment of these rewards
Tillotson Bill Favored
Guthrie. Okla.—The senate in com-
mittee of the whole recommended for
passage the Tillotson bill from the
house to prevent the waste of natural
gas which requires the capping of all
wells not in' actual use and the plug-
ging of abandoned wells, under the su
pel-vision of the state mine inspector
and his deputies.

Guthrie, Okla.—After the most spir-
ited debate of the session, but by a
one-sided vote, the senate passed the
Morris-Brownlee joint resolution sub-
mil ting to the people a constitutional
amendmeii repealing Section 9 of
Article 9 of the constitution of the
state, which forbids the consolidation
of any railroad chartered under Okla-
homa la .vs with anothes roa.l charter-
ed under the law of some other -state
or the United States.
The debate developed very largely
into an experience meeting on the
difficulties which the smaller railroads
and proposed railroads of the state
had had under this provision, telling
of the troubles of the Oklahoma Cen-
tral, the Midland Valley, the Wichita
Fall) & Northwestern, the Shawnee
Central and the proposed line from
Okmulgee to Chandler. The exper-
ience of the Oklahoma Central fur-
nished the greatest argument for the
repeal of he constitution, being quot-
e by both Blai and Taylor. Dorset
Carter, president of the road, was
quoted as saying that this provision
was directly responsible for his road
going into the hand3 of a receiver
as it was made impossible for it to
sell ou to any of the big trunk lines.
In tho same connection Taylor de-
clared that he would rather have the
Santa Fe or Rock Island operate a
road Into his town than a line which
was too poor to keep up the road or
purchase equipment.

bition agitation in Tennessee, Rep-
resentative Brownlow of that state
has Introduced in the h#use a bill to
enabb the slate more effectively to
enforce their laws on (he prohibition
of the sale and manufacture of intoxi-
cating liquors. The bill provides for
a surrender to the states of full con-
trol of tire liquor traffic, allowing them
to pass such laws as in their discre-
tion prohibit the Interstate traffic in
liquors.
