the City.
The city council met in regular
session last night with all mem-
bers present except Councilman
Darrough who is abeent in Wash-
ington. The finance committee through
its chairman E. N. Ratcliff re-
ported that a settlement had been
reached with the treasurer of the
previous administration.!
A statement of the ' city's
finances published in another
column was submitted and ap-
proved. The following accounts were
presented and allowed:

The street commissioner's ac-
count of $22 was referred back to
the finance committee.
The Chieftain was designated aa
the official organ of the city.
An ordinance submitted by the
fire committee providing for the
erection of fire escapes on certain
buildings was placed on its first
reading.
The report of the special com-
mittee appointed to let a contract
for the erection of a fountain at
the public well was read an-
nouncing that the contract had
been given to E. A. Lee.
The report was approved.
A curfew ordinnance was passed
prohibiting1 tbo loitering of any
boy under 18 years of age on the
trtreets after 9 o'clock p. m.
The penalty is a fine not ex-
ceding ?10

in the sum of $250 were approved.
The collectors'bond was referred
back to the finance committee.

Dr. A. M. Clinkscales reported
the tale etill under consideration
and Announced that no bond for
title could be obtained from the
hnrd of the Congregational
c'aurch and that the property
would have to be purchased with-
out such guarantee.
The price asked is S 10000.
The matter was taken under
consideration by the committee
appointed to consumate the pur-
chase. A bill wb.8 submitted by tbe
Leader Printing Co. for printing
the city ordinance which aggre-
gated $116.05.
Ex-city attorney 13. F. Parka
presented a bill for $150.00 com-
piling the earne.
Both accounts were referred to
the finance committee for consideration.

Slayer of Nathan West Acted In
Self Defense.
James Ewing who shot and
killed his brother-in-law Nathan
West near Fairland last Thursday
was released after bis preliminary
hearing before Commissioner
Stanfield yesterday.
The evidence showed that West
was the aggressor and was at-
tempting to stab Ewing when tbe
latter fired the shot which ended
his life.
The men had been enemies for a
long time and West had repeated-
ly made threats to kill Ewing.
The evidence proved so conclusive-
ly that Ewing acted in self de-
fense that Commissionea Stanfield
Ordered him released.

Ordinance Number 78.
An Ordinance Relating to the
Public Health.
Be It Ordained by the Town Council of
the Incorporated Town of Vinita.
Sec. 1. It shall be unlawful for the
owner or proprieter of any restaurant
eating house hotel or other public board-
ing house within the incorporated town
of Vinita Indian Territory to in any
manner make use of any impure filthy
or stagnant w ater to be consumed by the
customers of such establishment either
for eating or drinking purposes.
Sec. 2. That any person or persons
who shall violate the provis:Oi of sec-
tion one of this ordinance shall be deem-
ed guilty of a misdemeanor and shall be
fined in any sum not exceeding; twenty-
five dollars for each and every offense.
Sec. 3. This ordinance shall be in full
force and effect from and after its pas
sage and publication.
Passed and approved on this the 19th
day of May I9O2.
