Muskogee's Issuance of
School Bonds Approved
By the Department.
PENDING ELECTION
In Vinita On the Same Important
Question. The .Bonds Are
Certain of Approval If
Voted.
The school bond issue recently
voted by Muskogee has been ap
proved by tbe Interior Depart
ment. In iew of the pending
election in Viaita on tbe name im-
portant question tbe following let-
ter Iroin the department in reply
to one from tbe city councir'of
Mu&kogee reqeeHting the approval
of the bonds is intereeliog:
Sir: The department is in re-
ceipt of your letter of July 18
1902 transmitting abstract of
special election held June 24 1902
of vote on question of the issue of
$10000 in school bond? etc. and
requesting the approval of the is-
euance of said bonde.
"In reply you are advised that
on May 19 1902 (Public No. 117)
an act was passed by c5ngress pro-
viding the manner in which in-
corporated cities or towns in the
Indian territory having a popula-
tion of two thousand or more may
issue bonds and borrow money
thereon to be used for the build-
ing of sewers waterworks and
school houses.. A copy of said act
is inclosed here with and since it
appears that the town of Musko-
gee baa more than two thousand
inhabitants it is the judgment of
the department that it should pro-
ceed under the provisions of said
act which fully prescribes the
manner of the isssanc of bonds
referred to therein

The act of congress referred to is
the one that provides that a town
cannot vote bonds the interest up-
on which will not be -covered by a
levy of five mills on the dollar of
the assessment of tbe previous
year for taxation.
If Vinita votes the bonds on
August 25th the approval of the
department will undoubtedly be
promptly received.
