DELEGATE RETURNED
Rev.
A. drant Evan Returns From
Washington.
President Evans of Henry Ken-
dall oollege returned trorn Wash-
ington Wednesday where he bad
been at a delegate in the Interest
of single statehood. With refer-
enoe to legislation for this tern-
tory in an Interview in tbe Daily
Pbeonix he says:
"During tbe earlier Interviews I
bad with senators in congress 1
was told 'You people in tbe In-
dian territory have shown no In.
tereet In tbia matter. We cannot
tell what you want.' A week later
one gentleman remarked that he
was pretty well worn out witb the
business. He was getting more
telegrams and letters about it than
be could possibly read. One mat
ter la very plain and tbat is tbat
the people of the Indian territory
are not likely to get what will be
for their best Interests unlees they
speedily make up their minds
what tbat is and ask lor it and
then keep on asking for It until
they get It.
There are now practically two
dlbtlnct propositions before oon
Kress. What la known as tbe Om-
nlbus bill which provides im
medial statehood for Ariiona
New Msxloo and Oklahoma and
provides further tbat Oklahoma is
to be obligated to take unto Itself
parts of the Indian territory as
congrees may aeem in em resaj
for benevolent assimilation until
there Is no Indian territory left.
The other proposition known
popularly as the Beveridg amend
ment strikes out all provisions as
to statehood for Ariiona and New
Mexico and provides for the Im
mediate formation of one state out
of Oklahoma aod the Indian terri
tory treating them as practically
squal parties to tbe Union. With
regard lo Arlxona and New Mexico
we have of course little to say
except perhaps that however
ereat their claims may be those

tions score of 109.
lion to this amendment is tbat it
does not give the Indians a proper
voice in deciding tbe future of
this territory. It holds out to tbem
an equal voioe with their fellow
citiiens whereas the only othei
proposition contemplates giving
neither the one or tbe other any
voice In the matter.
"Whatever advantages might
seem in view I would not for a
moment advocate any measure
which was unjust or Injurious to
the Indian element of our popula-
tion. If the omnibus bill becomes
a law I believe tbat be as well as
the rest of us will be defrauded of
the right of helping to form tbe
government under which we are to
live and I alao believe that condi-
tions for some years will be such
tbat many of the beet class of white
settlers will be kept out of the
rural districts in which the Indians
generally live and tbat in such
neighborhoods tbey will be
brought into cloje and harmful
contact witb the school lees Igno
tant and degraded class of white
people. Than this- no greater or
mora Wasting wrong could be don
tub Indiana."

considerably more urgent. Tbey
both have a good form of terri
torial government which has
answered fairly satisfactorily for a
number of yeara wbereaa tbe
American cltisens o the Indian
territory are absolu'ely without
organised government enough to
give tbem power to do the things
most essential in an American re
public such as making school pro
visions for the children.
"Bat bad tbe omnibus bill
omitted altogether tne clause re
ferring to Indian territory we
might well have been content to
leave it alone. Tbe proposition
with regard to this territory is un
precedented and uo American. I
am Kelt aware that there are those
who say it It does not mski tbe
absorption into Oklahoma oblige
tory upon the Indian Territory
but it certainly does mark that out
as its probable destiny and
among the many senator lo whom
I spoke of this matter I found
only on wbo thought there was
any other probable future for us
than absorptloo if th omnibus
bill should become law. I am not
given to prophesyiog but my firm
belief la that within six months
of th passlog of tbe omnibus bill
should It aver become law i
proposition would be before con
grees to annex some part of this
territory and once our present in
tegritj is gone ther would be no
chance ol slopping our absorption
at just such a rate as might best
suit Oklahoma politicians. And
what are we to get to return lor
sacrificing our right to a voice in
the making of tbe constitution
under which w are to live? Ab-
solutely nothing. For tbe present
we are not to be touched and the
likelihood seems very strong that
any future concessions in tbe way
of self government would be made
contingent on our declaring our-
selves ready for absorption.
'On tbe other band the Bever-
idge amendment offers th people
of the Indian Territory a fair sb sre
in tbe making of th constitution
under which they are lo live and
offers tbem speedy reliwl from
