jor Hoylo says:
There Is now a military necessity
for a great reservation whero nn army
could bo assembled encamped at any
(season of tho year and prepared for
war. Such a reservation should bo so
far south that the climato will bo mild
and that military exercises in the op-
en air may bo carried on nt any time
of the year. It should bo healthful and
well watered with good railroad facili-
ties nnd so largo that an army of 100-
000 men of all arms could bo encamp-
ed with space demanded by modern
military requirements. Such a reser
vation cannot be too largo and for
artillery practice with long guns it
must bo vory large. Tho military res
ervation of Fort Sill fulfills all theso
conditions except as to size and mow
is tho opportunity (o enlargo it at a
comparatively small cost. Tho north;
west corner of tho Fort Sill reserva-
tion Joins tho Wichita forest reserve
a' part ot tho public domain which is
an clovatcd tract sparsely timborcd
broken In part by mountains; in fnf
embracing whU aro known an the
Wichita mountains; is well wnterod
and it is .usaful for military p'jipdses
in that it affords nn excellent torraino
for practice of marchos anil manau-
vors ovor difficult ground which is so
necessary for proparlng troops for war.
It is especially valuable for tho train-
ing of mountain artlllory. This lrct
should bo ndilod to tho Flvt Sill is-
ervation and it is so recommended.
