Oapltal has pursued his usual policy
of misrepresentation and unfairness.
He has charged all along thai the con-
tract tnado by Superintendent NiobolB
provided for an exorbitant exchange
price while beretoforo the old boo Us
had been exchanged even. This he
knew taJOo false for a regular ached-
VHsJi exchange prices has been in
force heretofore in all parts of tho
tot ritory.
In 1891 a Republican territorial
board of education adopted theso same
series of text books for the territory
making a five-year contract with tho
American Book company and arrang-
ing for a schedule of contract and ex-
change prices.
In the report of Territorial Super-
intendent Parker also a Republican
for 1891-2 is given this schedule tin
exchange prices being from 65 to 70
per com of the regular contract pur-
base price and the schedule has been
in force in the territory since.
Superintendent Nichols' contract
gives both lower contract and ex-
change prices for books and if Groer
has any sense of fairness or decency
'eft he will apologize for the misrep
resentation be has made.
