The comptroller of the treasury
has rendered a decision under tbe j
terms of which Ibe secretsry of
agriculture may pay a bounty to
fruit canners engaged iu export-
ing their products abroad. Tbe
decision is of great consequence
to fruit raisers. Tbe laat Con-
grese made an appropriation ion
pomologies! Investigation and
placed tbe fund at the disposal of
the secretary of agriculture Tbe
comptroller of tbe treasury has
decided that tbe secretary may ex-
pend this fund In paying minimum
losses Incurred by fruit canners
and ralsere in sending their pro
limit to foreign markels. In
other words if they fail to realize
the coat of tbe experiment of
sending their products abroad
the Secretary of Agriculture may-
draw ou tbe pomological investi-
gation fond to reimburse them.
The only condition laid down by
the comptroller is ihat the secre
tary shall nse every eafegnsrd
against fraud.
This scheme practically offers a
bonoty to exporter; in fact it
carries the bounty idea to a fai-
tber stage than it was ever carried
before. Yet tbere ia no doubt
tbat the government will reap
profit roongh in the form of
scientific kntwledge to compen-
sate lor in; loss tbat may be sus-
tained tbrongh this otherwise
noeqoal partnership. And wl y

protected by tariff. If the gov
