A stringent anti-gambling ordinance
is now before the city council. It
was prepared by City Attorney Mills
with the assistance of Chief Goodwin
and was introduced by Alderman Burton.
At the meeting of the law enforce
ment league Monday the ordinance
was unanimously endorsed.
Speaking of it Chief Goodwin said:
"The ordinance is exactly what we
need and it should be passed. It will
make it much easier for the officers J
to deal with this class of crime."
Following is the ordinance as it now
stands:
Sestion 1. That every person who
within the city of Chickasha deals
plays or carries on or open or causes
to be opened or who conducts either
as owner or employee whether for
hire or not and game of faro poker
roulette craps or any banking or
percentage game played with dice
cards or any device for money checks
credit or any representative of value
is guiy of a misdemeanor and upon
conviction shall be punished by a
fine of not less than fifty dollars or
more than one hundred dollars or by
imprisonment for not more than thir-
ty days or both by such fine and
imprisonment.
Section 2. That any person who
bets or plays at or against any of
such prohibited games is guilty of a
misdemeanor and ' upon conviction
shall be punished by a' fine of not
less than dollars nor more than

here today. Among those represented
are meat packers manufacturers of
canned goods and cereals and Import-
ers of tea coffee and other food sta-
ples. The object of the meeting is to
farther minimize abuses in the pro
duction and distribution of foods.

RESOLUTION TO PAVE SECOND
STREET FROM THE NORTH LINE
OF KANSAS AVENUE TO THE
SOUTH LINE OF CHICKASHA
AVENUE.
Be it resolved by the mayor and coun
oilmen of the city of Chickasha Ok
lahoma:
First: That It Is necessary to pave
Second street from the north line of
Kansas avenue to the couth line of
Chickasha avenue in the city of Chick-
asha Oklahoma to do the necessary
grading to bring Eaid street to the
grade that haa been or may be estab
lished for such street and to put in
gutter and curb and reset curb there
for.
Second: That this resolution be
nublibhed la the Chickasha Daily Ex
cress a newspaper of general circu
lation in said city for a period of four
consecutive weeks.
Third: That if a majority of the
owners of the abutting lots pieces or
p&rcels of ground liable to taxation
for the cost of these improvements
shall not within twenty days after said
publication file with the city clerk
their protest against said lnprove
meets then the city council shall
cause said improvements to be made
and contracted for at the expense of
said abutting lots pieces or parcels of
ground as provided for in article 2 of
chapter 8 of the Session Laws of Ok-
lahoma of 1901 and shall lssuo such
certificates against such lots pieces or
parcels of ground aa provided by law.

Wherets the mayor and councilmen
of the city of Chickasha Oklahoma
did on the 26th day of February
1908 by ordinance No. 268 duly
passed approved and published order
and direct the issuance of $55000.00
of refunding bonds of the city of
Chickasha for the purpose of taking
up and discharging $55000.00 of the
valid binding outstanding and actual
ly existing warrant indebtedness of the
said city of Chickasha evidenced by
its outstanding warrants heretofore
and prior to November 16 1907 regu-
larly and lawfully Issued by said city
the amounts of said warrants drawn
upon the separate and different funds
f said city being as follows

Street and alloy fund 10000.00
Now therefore notice is hereby giv
en that on the first day of April 1908
the city of Chickasha will proceed be-
fore the district court of Grady county
Oklahoma to make a showing and to

warrants issued prior to November 16
1007 and to sign the bonds to be Is-

permit any gaming table bank or
gamlngdevice prohibited by Section 1
of this ordinance to be set up or used
for the purpose of gaming in any
house building shed shelter booth
lot or other premises to him belong
ing or by him occupied or of which
he has at the time possession or con
trol shall be on conviction thereof
adjudged guilty of a misdemeanor and
punished by a fine of not less than
dollars nor more than one hun
dred dollars or by imprisonment for
not more than thirty days or by doth
such fine and imprisonment.
Scetion 4. Any person who shall
knowingly lease or rent to another
any house building or premises to be
used for the purpose of setting up
or keeping therein .any of the gamb-
ling devices prohibited by Section 1
of this ordinance shall be deemed
guilty of a misdemeanor and upon con
viction shall be punished by a fine of
not less than dollars or more
than one hundred dollars
Section 5 That it shall ba a mis
demeanor for the owner proprietor
manager or employee of any pool or
billiard hall or public place devoted
to the sale of cigars tobacco or bever
ages of all kinds to allow or permit
the playing of any games of cards
whether said game be played for mon
eyor thing of value or not within
such pool or billiard hall or such pub
lic place. And such owner proprietor
manager or employee shall be consid-
ered to allow or permit such game
within the meaning of this ordinance
if such game shall be played or. car
rled on with his knowledge. And it
shall be unlawful for any person to
play at any game or card3 whether for
morey or thing of value or not vithiu
any pool hall or public place devoted
to the sale of cigars tobacco or bev
erases of any kind. That any per
son violating the provisions of this
section shall upon conviction be pun
ished by a fine of not less ih.ui
dollars nor wore ihnn dollars.
Section 5. That every pcrsou who
is authorized to arrest a person for
a violation of the provisions of this
ordinance is equally authorized to
seize any table cards dice or other
article or apparatus suitable to be
used for gambling purposes found in
possession or under the control of
the person so arrested and to deliver
the same to the police judge before
whom the person so arrested is re-
quired to be taken.

case of the Rev. Dr. William H. Shaf
fer presiding elder of the West dis-
trict i'hUul'Uhia conference of ihe
Methodist Episcopal church i!l be
reviewed by the annual conference
here tomorrow. The divine was vir-
tually adjudged guilty by the court of
investigation here.
These charges were based on his
friendship for Mrs. Martha J. Diechler
a widow of Morgantown Pa. and the
chief evidence was an unsigned let-
ter written by a woniau.
Dr. Shaffer was suspended from all
ministerial services and church priv-
ileges until the ensuing annual conference.
