refuse to take action on the evils men-
tioned. W'u quote some of the most
sensational parts of his report.
I Iniuu'OK.
"Tlio oollege officials labored under
the erroneous idea that they must ex
pend the first annuity of ItT.ouO before
lite close of the fiscal ear in which It
was received and although there wero
but even months in which to do It and
only 3 300 was paid for salaries they
went at the Imsgineit Uuty heroically
ana on June 30 IM).' no balance re-
maiiieil of the Morrill fund Natural! v
a good many purchases were mnde
quite unnecessary nt that tlmo as
SI SOU for surveying instruments while
no clss-t in surveying has yet been
formed and some hundreds for miner-
als uts.. never yot unpacked. The
board of regents seems to hare assisted
materially us the records show thnt
Its members constituted themselves
'purchasing agents' with liberal allow-
ances for time and expenses charged
In as part of the cost of articles
bought.
"During thu same half year the col-
lege receixed lis annuity of SSu.OuO
mnkluir with the balance above named
n total of $Mf7 si; of this the sum of
$llr6S M hns b.en exuendud and there
remains on humt St'.VU? s 117. Perhaps
It would be mors corre.-t to soy that
this balance of about $2((X0 of the
Morrill fund remains to be accounted
for. It Is certainly not all in the pres-
ent tressary of the college and there
seems to be some doubt as to Its loca-
tion." i:.iiilill'uii TrwiurT' MrtlioiW.
"The board of regents as a eorpor-
tion has not b en fortunate iu Its
choice of treuturers. The first treas-
urer in oitice nearly three years never
rendered a comprehensive account
to the botrd it is stated that
he kept no books and
msde no distinction iu the funds but
hail a single deposit which was drawn
upon to meet all approved claims pro-
sen ted. without ifWriuitnatiou. The
only treasury records are the check-
stubs with dates aud nmtiunts and
names which give little clue to the
character of expenditure.--. There are
no vouchers except a doten or two re-
ceipted accounts which have been
gatherel up st the collejfft. This
treasurer has never settled with his
successor aud Is believed to have
soMelhlng over three thousand dollars
of college funds still in his hand
Ills bond was latelr found in a lot of
rubbish used a packing nnd is now in
possession of the board.

any work in connection with the col-
lege or receive any allowance from its
funds and made provisions for limited
per diem and mileage to be paid from
the treasury of the territory. As a
substitute for former personal ser
vices the members of the board have
since adopted an equally pernicious
practice of patting friends and adher-
ents into college vacancies or creating
onions for them.
