WHAT TIIK COMMISSION WILt RK
J'OKT.
It 1 understood that the report of
the ' Dawes commission which will
shortly be submitted to the secretary
of the interior will recommend a ter
ritorial organization for tho tlvo civil-
l.ed tribes annexing about four-
fifths of the Seminole nation and the
Kiowa and Comanche country to Okla-
homa and making tho west Hue of the
Seminole nation extend south to Hed
river the boundary botween the uew
territory and Oklahoma. Such an or-
ganlzut'on would of course bring the
tribal governments under the complete
jurisdiction of the United States as
to their executive and judicial adtnin.-
latraticn and by providing for aa al-
io' men t of lauds in severalty do away
vlth existing feudal systems and in-
augurate an era of settlement and de-
velopment which is impossible under
present conditions.
The report of the commission may
pot be in these precise terms but from
the information and the InU-mato
knowledge its members Mtit .ve

Involving rights of Indians. In
two of hese cases the ques-
tion had been raised whether the
Delaware and Shawnee Indians were

The decision in both cases was deliv-

the effect that the Shawnoes and
Delawares having been absorbed by
the Cherokee tribe were entitled to
equal benefits from such salei. or
from the proceeds of the other similar
transactions of the Cherokees them
selves.
The mosey sought by the Shaw

that Governor Lewelllng will re com-
wend in his messsge to the legists
tnr that steps be taken for the relief
of th needy in the drought-stricken
regions of Wcsteru Kansas. The gov
rnor has not yet decided upou a plan
but it ! known that he favors a law
providing for th free transportation
of fnel seeds aud provisions to those
who are In destitute circumstances
and the creation of a commission
which shall have charge of the distri-
bution of aid among unfortunates in
counties unable to look nfter their
own poor. Frequent calls from the
croptes dlstrlots have been made
upon the governor of late but he is
powerless to act. He feels that some-
thing ought to be done for the relief
of those who are in need hence the
recommendation.

troops of the Seventh cavalry
where he was met by four troops
of the Second three light batteries of
artillery under command of Major

by the warmth of his reception and

S!t her "Waterloo"' yesterday at th
hand of the University of Nebraska
team. The game was the
most closely contested struggle
ever witnessed here on the football
field. Nebraska- managed to score
the first half by the hardest kind of
work. lb the second half occurred a
magnificent struggle in which
Ottawa played the better game and
kept the ball in Nebraska territory
most of th time.
MU-uarl Defeat! lew at Footbath

won score 8'J to fi. This Is a short
story of great game. It was the
best exhlblton of scientific football
evjr seen in Columbia. The Missouri
team played like clock work.although
some fumbling was done in the first
half. With this exception Missouri
outplayed Iowa at every point. The
Iowa team averaged elevon pounds
heavier than the tigers and had some
excellent player.
