University President Decriea Expend-
itures for Warships and Armies.
Dr. Charles William Dahney who fa-
vori public expenditures for schools
and mlxKlons instead of for warxhips
and armies. Is the new president of
the University of Cincinnati into
which office he was inducted last
week. For seventeen years Dr. Dah-
ney had been president of the Univer-
sity of Tennessee. A Virginian by
birth he has devoted his entire ca-
reer to the educational and industrial
development or the South. His in-
terest Is In the field of Industrial
chemistry and the promotion of scien-
tific agriculture. Dr. Dahney is 43
years of age.

Clash With Speaker Kelfer That Re-
sulted in His Defeat.
The Washington colony of newspa-
per correspondents heard with inter-
est the news that ex-Speaker Keifer
wbh coming buck to Congress from
the Ohio district which he represent-
ed twenty years ago. While he was
speaker Mr. Kelfer undertook to re-
form the press gallery of the House.
One experience was enough for him.
He took the control of the gallery
away from the standing committee of
correspondents and on Interesting oc-
casions would fill It with his particu-
lar friends excluding the newspaper
men completely from watching- tho
proceedings of the House. The press
committee tool; the matter in its own
hands locked the gallery doors and
excluded those holding cards from the
speaker. This brought nn a clash
and the upshot of it all was that
Speaker Kelfer was soon relegated to
obscurity.
Woman Bound to Succeed.
