looking to tho submission to arbitration
of tho llcrlng sea seal fisheries which
reached n favorablo conclusion to-day.
Sir Julian l'auncofote the llrltlsh min-
ister met Secretary Maine by appoint-
ment at the sta to department to-day and
signed the treaty of arbitration on
behalf of Oroat Urftatn. He said he
had been fully authorized by Lord Sal-
isbury to tnka this action. Mr. lllalns
signed tho document on behalf of this
governmont and tho matter was con-
summated so far as tho diplomatic part
of tho business Is concerned. Tho
treaty Is still subject however to tho
notion of tho llrltlsh parliament and
the United States senate
Tho exact terms of the treaty cannot
bo stated bat It is known that tho
board of arbitration will consist of
seven persons two representing tho
United States two representing Great

prlsonod anarchists by affirming the
decision of the supreme court of
Illinois and tho circuit court
of the United States for tho northern
district of Illinois in the cases of Sam-
uel Flolden and Michael Schwab ver-
sus tho warden of the Jollet peniten-
tiary. Thcso two man were sentenced
to bo hanged with Spies and the other
anarchists for complicity in the Hay-
market riot In Chicago but their
sentences wcro commuted to life Im-
prisonment by tho governor. In tho
application for writs of habeas corpus
which tho court to-day donlcd counsel
for Xia two men alleged that their sen-
tenco was in violation of the constitu-
tion because tho men wcro not in court
in person when the Illinois supremo
court rondorcd judgment sustaining tho
decision of tho trial court and that sen-
tence and that their right to say why
sentenco should not bo passed upon
t lem had been deulcd. It was also
contended that whllo the governor of
Illinois had poncr to co'nmute tho
rontence no warrant was circa by law
for tho commutation. Other minor
points wcro also brought in.

substitute for Delegate Harvey's bill to
amend section 10 of "An act making
appropriations for tho current and con-
tingent expenses of the Indian depart-
ment and for f ulfllling treaty stipula-
tions with various Indian tribes for tho
year ending Juno 331393." Tho sub-
stitute provides in brief whenever
nny lands la Oklahoma shall bo
open to settlement they shall bo dis-
posed of to actual settlers only who
be foro receiving a patent for their
homesteads shall pay in addition to
tho lawful fees if within tho reserva-
tion acquired from Cheyenne and Arap-
ahoe Indians 51. -3 per acre and If
within the lands herein acquired from
tho Iittawatomio and Absentco Shaw-
nee Indians $1.50 per acre. Settlers
may receive their patents twelro
months from date of actual settlement.
All tho lands In Oklahoma territory
nro doclared agricultural lands and
proof of their non-mlncral character
shall not be required as a condition
precedent to final entry. Any person
who has made entry in tho territory of
less than 109 acres lying nlonytho bir-
der of an Indian reservation sUa-1 bo
permitted to enter adjoining fractional
land in addition to the original entry
nod shall "have a proferenco right for
twenty days within which to make
su-jh entry. The county Beat reserva-
tions In each county hereafter opncd
to settlement shall after having been
subdivided into lota blocks streets
