"THE SOCIAL EVIL."
By E. D. Morrison M. D.
Do tho childi'on. go Inui?
Not J' low! Tlio hundreds and
thousands who dlo before thoy so
tho day. to which thoy havo an lin
mortal birthright reach a happier
homo by a Hhort cut which thoy havo
the opportunity neither to court nor
to refuse. Mot however the illegiti-
mate 70 out of every 1000 children
horn In Mi In America. These can
hardly bo said to escape tiio penalty
of tho Boclal evil even though thei-
bodiea perchance remain healthy
and clean; their fatherless am'
motherless future is a cursa beside
which venereal infection would ran!:
a blessing if It included a kind home
liven tho blindness which stocks our
asylums with from 10 to 20 per cent
of all their inmates as tho result of
venereal disease would bo less har-
rowing were It only innocent in ori-
giii. Docs It cause surprlRe to learn
that the records of tho past 20 weeks
includo 27 certificates of death from
oiio congenital venereal dlseaso only
four weolcs out of the twenty yield-
ing no reported cases. This reclial
is of Itself a sufficient commentary
on tho prevalenco of venereal disease
and primarily of tho social evil.
Each instance implies the same
diseane in father or mother and shall
I nbk you to compare with this
V meager total tho actual number that
XiVnust havo been reported as dying
trom Marasmus and other misnomers
but. which should rightfully bo at-
tributed to the social evil In France
these figures are kept and given to
the peeplo as they will bo here and
tho Infant death rate in Franco from
vonoreal disease numbers over ;!-
O'lO In a year. The knowledge of these
tlcjuros would one might think deter
at least the physician from engaging
In tho social evil.
Docs tho motohr pay for the social
eIi:
In thin'' if tho decision were left
t j tho women the men must need de-
pend on nature to satisfy her own
demands. She is amplyablo and never
Intended that her task should be
delegated to any other than the wife
and the mother. No physician exists
today who dares gainsay this asser-
tion In 'tho face of tho consensus of
tho International conference of the
students of tho venereal dlseaso
(Rrussel). Had this congress come
to any other conclusion a physi-
cian's own experience and heart
would give it tho lie and yet tho
teachings on this point havo been
either noii-elstent or unqualifiedly
bad until recent years as a conse-
quence there has been two standards
o? morals one of enforced chastity
for the woman and one for the Indul-
gence for tho man who Iihb avoided
the tltlo of adulteror and prostitute
only because tho physician has allow-
ed him to pretend he was satisfy-
ing at the woman's expense an lm-
neratlvo demand of nature. Thero
are those who whether through Ig-
norance or oven more culpable care-
lessness still hold this ground. Only
i few weeks ago a boy of the type
trom which men aro made received
such advlco from a man In the town
in which ho was at boarding Bchool.
Ho canio to mo to learn If It woro
necessary to his health to do what
his senses told him was a crime.
I submit the price paid by the
mother ofthe home in the terms of
those who care for her In her dark-
est moments. Dr. J. O. Clark said
that HO per cent of all plevlc In-
flamltory cases originated from
vonoral diseases. Dr. Joseph Price
said that 00 per cent of all pelvic
suppurations and manly abdominal
conditions were due to venereal In-
fection. Dr. R. C. Morris said 80
per cent of his cases were duo to
venereal Infection. Dr. D. C. Hirst
said that 75 per cent of his wero duo
to this awful and dreadful veneral
Infection. My friends if these figures
carry on their face Mio proof of Im-
moral male tyranny let us make the
most of them.
Does the body politic suffer from
tho social evil?
Does America most need her 14-
000000 young men in a healthy active
state for business and defense or
can she uso them to equal advantage
when cripples sterile or Infectious
to others or suffering from this trio
of the devil's malice toward men?
Does It mean anything to a nation's
prosperity that at sometlmo before
adult life at least half her young
men aro laid aside for a lime ow-
ing to venereal dlseaso and become
the means of Incapacitating others;
that some receive permanent dis-
abilities; and that not i few are
rendered industrially useless? Does
sho suffer from one year's ( 1000 cen-
sus) mortality of 1 r9 1 (fl.'M males
Oh 7 females) a mere fraction of the
unreported total? Does she pay a
heavy tax when r largo percentage
of those infested men and women
become sterile permanently and per-
petually disabled from propagating
their kind? Does It count that these
diseases aro responsible for many
of tho Insane and blind? Does sho
find cause for regret that the im-
moral element takes bodily hold of
politics and rules tho town? This
state of affairs pertained In one of
our largest cities only a few months
ago. And does tho community learn
with surprise of a needless annual
outlay of public funds? In 11)01 there
wore treated at the Philadelphia hos-
pital of males alone 701 unnecessary
cases of venereal diseases and In
JflOfi. Gift malos and 175 females;
while in the medical and surgical
wards wore as man If not 'more In
r. chronic state.
What Can Ee Accomplished In the
Control of the Sccial Evil and
Venereal Disease?
Everything If every physician wllf
but lend i hand; a great deal with
the few who aro already openly able
and willing to help. The effort Is
repaid if one boy or girl Is thereby
saved from venereal and moral in-
fast Ion. "Would that thero wero no
one In tho medical profession who
felt It necessary to sso this move-
ment become popular before offering
his active approval! There aro In-
deed practical methods and the fol-
lowing aro a few that have been tried
and have stood the test.
First and Foromost The physician
is responsible for a sane understand
ing of the normal sexual functions
among his own clientele. Ho can
Impart this knowledge to the indi-
vidual malo and female either in his
offlco. by word of mouth or through
literature; but If necessary ho ha3
tho lecture room at his elbow; ono
or tho other methods should bo em-
ployed. Tho fantastic notion and the
ignorance of othorwise Intelligent
adults regarding the normal sexual
phenomena and tho proper care and
respect for their genital apparatus
Is not a high tribute to our suppos-
edly unremitting thoughts for tholr
welfare.
Second. Almost oqually Important
Is tho Instruction of fathers (which
my father gave mo when I was twelve
years old) and mothers regarding tho
prevalenco of the abuse of these
functions tho reasons therefor and
tlio consequences Including tho sta-
tistics of tho insane and blind asy-
lums and of venereal dlseaso and
tho communlcablllty or tho latter.
The data furnish tho only argument
needed to do away with the double
standard of morals for tho man and
woman. Tho woman suffers nioro
and should if olthor havo tho groat-
or moral license. The prevailing

Filth. The names
of these so-
near you as a neighbor. The gutter- j cietles should plainly indicate their
snipe Js far more apt in gaining the purpose and display none of the
ear of your boy than his pastor; this taiso sentiment lor the dissipation
lesson sinks deeper and Is more
lasting! The consequences you must
admit deserve attention. Hove you

you test tho ono offered? Will you
tell him clearly that which ho has a
perfect light to knqw about him-
self cr shall ho hear the distorted
story as he surely will from the

of which they sprang into exist
ence. Such organization:! already
exist at home and abroad for tho
"Study and Prevention of Venereal
cr Social Diseases" Their - work
should bo essentially educational.
If legislation ever becomes possible
it will only bo through an on-
lightened public whose knowledge at
present amounts to the densest ig-
their high privilege in life or shall
they learn first of these things In gossip
or as sometimes occurs from an in-
fected and inllatious husband? I
heard a noted gynecologist exclaim
once upon a time just after he had
operated on a beautiful girl "My
God! I'd rather my daughter should
nover marry than seo them on the
table like that and yet how can I.
prevent it?" he added. When I heard
this cry I said again to myself "Tho
woman at least must bo given the
opportunity of knowledge and the
right to Intelligently choose between
tho diseased and tho clean."
Third. Tho criminal falso modesty
and prudery' that has led and almost
forced tho medical profession to con-
ceal tho prevalence of venereal dis-
ease should bo oxposed and must
ylold to measures calculated actively
to protect tho public. If disease Is
In our midst and if Innocent Infec-
tion Is posslblo owing to ignorance
of tho possibility and largoly pre-
ventable when tho facts are known
then all but truo modesty must step
aside or tho physician shoulder tho

cry Is. "Spare our children the need
bmrnlng of theso facts." You havo
been sparing thorn my friends for
many a yoar and your children aro
now grown. In spite of your con-
I hope that tho day will soon come
when there will bo a great gather-
ing together of tho comnion-senso
up-to-date and wide awake people of
this country who will become in-
terested In considering Instructions
in the principles of normal sexual
hygleno in the colleges and schools
as ono of the brighest signs that
the ground has been broken for tho
sowing. If my people (who top tho
climax in death rate of tuborculosls)
would bo more explicit and instruc-
tive to their girls and boys tho
death rate of tuberculosis would de-
crease 10 per cent each year because
anything that tends to lower tho
vitality and resisting power of any
individual will make tho Individual
suscoptablo to tuberculosis. Just
think; think!
Sixth. In all public and prlvato
expositions of the subject there must
be strict emphasis laid on tho dig-
nity and nobility if the puro sexual
life as a God given privilege.
Charges of exageration and fanaticism
aro tho Inevitable attendants on
ovory movement that inconveniences
a portion of mankind. Substantial
Fourth. Societies are being form- ground should never bo afforded on
ed the country over of which tno which such claim can stand. Tho
privileges ot momnorsnip aro ex-
tended to aid In tho work. A now
field opens to women both lay and
medical which men cannot cover.
Theso societies should bo local or-
ganizations with the need of the
statistics of tho social ovll and
venereal dlseaso aro of such magnl-
tudo that thoy require no amplifica-
tion. (Concluded in February Issuo.)
