I will conclude the story of the overnight trip to Bartles-
ville by the first Boy Scout Troop in America that was
made late in March of 1910. This account was written by
late Mrs. Jack C. Coffey from a story told to her by her
brother the late John A. Long, the teamster who drove the
5-wheel wagon accompaning the 28 boys riding horseback
and the 11 who walked. The boys “with drum beat and flags
flying marched from the west edge of Bartlesville to the
east side on Caney, and pitched camp just below the cement
arch bridge on Highway 75 as you go to Nowata.”
“Across the road north of us was a large camp of
horse traders, the boys called them Gypsies, and some
of the smaller boys felt suspicious of them. One night I
was asleep on a bed made down on the ground with about 8 or
10 boys......about midnight a small boy called me and said
to get up...he was afraid the "Gypsies” were going to get
our horses. An investigation was made and all was quiet
for the rest of the night.
“We camped there two nights and most I did was saddle
horses as most of the boys were too small for that. I went
to town several times, with usually 5 or 6 boys, sometimes to
meet someone that was coming in on the train, and maybe
sometime when the boys just wanted to go to town. Bill
McGuire was one visitor we met at the train.”
(Joe McGuire, Pawhuska businessman and his twin bro-
thers, Robert and Roland were among the horseback riders,
and he said that the late General Clarence Tinker, also
came by train from Neloganey with his father to visit his
brothers, Alex and Ed.)
“We broke camp after dinner. That was bad business.
I think we left Bartlesville about three in the afternoon
and before we reached Okesa a high, cool March wind blew
up and we were afraid to camp for the night. Down under a
hill east of the depot near a creek we finally managed to
raise two small tents - as the boys said ‘one for the bad
ones and one for the others’ - whatever they meant by
that' (joe McGuire recalls that it was a very severe dust
and sand storm that blew in.)
“One of the men who rode with the Scouts on horses and
several of the Scouts on horseback stopped and helped me
and the little boys fix camp, also camped with us that night,
the others rode on home.
“We were out of supplies so the boys and the other man
and myself put what little money we had together and at
the little store bought feed for the horses and for the boys.
It really was about half that was needed for breakfast and
supper, but little compalint was heard and all shared equa.

Next morning the wind was down so we loaded up and
started home. Everyone was in a fine mood and on top of a
hill west of Okesa the small boys wanted to stop and play
‘Outlaws and Sheriff’ for a short while. This they did and
then we came on to Pawhuska. I believe it was Monday
morning as some kids near the school wavedas we passed.”
Dr. Devonis Worten, an early-day and long time physi-
cian of Pawhuska also visited the Boy Scouts in Bartlesville,
by train from Nelogoney. Dr. Worten, for many years, assis-
ted the Scout Leaders, Rev. John MitcheU, and W.E.
(Bill) McGuire, in working with the scout troop and gave
many hours to their training in first aid and health.

NEW YORK -- Just how much it costs, per
capita, to keep the wheels of government turn-
ing in Osage County, as compared with the
cost in other communities, is brought out in
a new study released by the Department of
Commerce.
The figures are contained in a voluminous
report, the first of its kind since 1962, based
upon the latest Census of Governments. Such
surveys are made every five years.
In it are detailed, for each of the 3,000-odd
counties in the United States, the revenues,
expenditures and outstanding debt incurred in
connection with local government operations.
Indicated is how much is spent in each area,
per resident, for schools, roads, police and
fire protection, health, welfare, housing, sanita-
tion, general administration and the many other
functions performed.
In Osage County, the figures show, the cost
of such services amounted to $169 in the year
for every man, woman and child in the county.
The comparable cost, in other parts of the
country, was $299 per capita and, in the State
of Oklahoma, $216.
Nationally, the outlay for these local level
operations came to $59.5 billion in the year
as against $39.8 billion in 1962.
The rising cost of government has been a
problem in almost every locality, with public
payrolls, the price of materials, the demand
for services and the cost of borrowing all
moving upward.
In an effort to meet these rising expenses,
most communities have had to turn to bigger
taxes, special fees and a variety of miscel-
laneous charges and tolls.
For Osage County, the report shows that
general revenue in the year came to $174 per
capita as compared with the $169 per capita
for expenditures.
Of the revenue, $78 came from local taxes,
fees and charges and the rest from state and
Federal payments.
Many governments have found it necessary
to go into bigger debt to raise money for
necessary capital improvements.
The general debt in Osage County is $39
per capita, according to the report. Elsewhere in
the United States, local government debt aver-
ages $410 per capita and, in Oklahoma, $224.
